The Illinois Department of Revenue (IDOR) is seeking to hire an Executive I to serve as the Print Shop Supervisor. This position is directly under the Operational/Special Services Division in Administrative Services. The selected candidate will plan and coordinate the daily mail insertion, postage application, and timely mailing of IDOR’s outgoing tax system-generated daily correspondence. The individual will be highly organized and will possess high-level expertise in the areas of scheduling, budgeting, and problem-solving. The selected candidate will work in a fast-paced environment and will have the aptitude to change focus and priorities at a moment’s notice while consistently maintaining production levels and safety standards. Previous professional experience with the operation of equipment utilized in a print shop to include, mail inserters, high speed electrostatic printers, offset sheet-fed and envelope presses, plate makers, cutters, paper joggers, collators, folders, and duplicators is required. Job Responsibilities
- Under direction of the Operational and Special Services Division Manager, serves as the section supervisor of the Illinois Department of Revenue’s (IDOR’s) Print Shop.
- Directs, coordinates, and manages IDOR’s in-house, low volume printing operation ensuring timely, high-quality printing of tax forms, manuals, pamphlets, bulletins, inter-departmental reports, training materials, envelopes and misc. other items.
- Directs, coordinates, and manages IDOR’s secure paper/electronic media shred operation (and other recycling operations), in compliance with the Internal Revenue Service (IRS) “Publication 1075” physical security requirements for the safe handling and destruction of confidential Federal Taxpayer Information (FTI) as well as other State and Federal regulatory rules/laws.
- Serves as full line supervisor.
- Confers with vendors to diagnose equipment problems, order, and install parts or schedule equipment repairs.
- Prepares purchase orders and procurement documents related to the Print Shop operation.
- Directs, coordinates, and participates in a variety of special projects as instructed by the Division Manager and Program Administrator.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
- Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
- Four (4) years of experience managing a print shop operation.
- Four (4) years of experience coordinating multiple projects and meeting deadlines.
- Three (3) years of experience operating and maintaining equipment utilized in a print shop including mail inserters, high speed electrostatic printers, offset sheet-fed and envelope presses, plate makers, cutters, paper joggers, collators, folders, and duplicators.
- Two (2) years of experience working with rules and regulations in-regards-to Federally regulated printing and shredding.
- Two (2) years of experience developing, installing, implementing and evaluating new and revised methods, procedures and performance standards.
- Two (2) years of experience communicating effectively using both verbal and written skills in relaying specific job instructions.
- Two (2) years of experience supervising staff in a print shop environment.
- Two (2) years of experience working with the budgeting of materials and operations in relation to a print shop.
- Two (2) years of experience working with the procurement of materials for a print shop operation.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires a valid driver’s license and the ability to travel.
