Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and energetic individual to serve as Manager of Program Review.  Under administrative direction, this position will manage the identification of operational problems and/or discrepancies between written child protection investigations, licensing, or child welfare procedures and actual practice.  The position will recommend remedial action to the Deputy Director, the DCFS Director, and/or other managers as appropriate and will direct and develop review protocols and procedures to facilitate division monitoring activities which ensure field staff compliance with state statute, federal outcomes, accreditation standards, Department rules and procedures, and Best Practice.  This position provides a great opportunity for someone with a strong background in quality assurance management, particularly in a social work arena.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership capabilities.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

This position reports full-time in the office. 

Job Responsibilities

1. Serves as Manager of Program Review

2. Directs and develops review protocols and procedures to facilitate division monitoring activities which ensure field staff compliance with state statute, federal outcomes, accreditation standards, Department rules and procedures, and Best Practice

3. Serves as full line supervisor

4. Develops and oversees the implementation of inter-agency and intra-agency agreements affecting Department programs and operations

5. Develops strategies and advises central office divisions on the means to achieve compliance through program development, enhancement, or redesign

6. Provides input to other divisions in the design and development of research models for the review of specific child welfare services

7. Authors statewide reports produced within the division, providing a clinical and practice perspective to data and its analysis

8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires a master’s degree in social work or a related human services field from a recognized college or university

2. Requires three years of progressively responsible administrative child welfare experience with an MSW OR four years of progressively responsible administrative child welfare experience with a master’s degree in a related human services field

Preferred Qualifications (In Order of Significance)

1. 3 years of experience performing quality assurance review activities for a public or business organization

2. 3 years of experience managing staff engaged in quality assurance reviews in a public or business organization

3. 3 years of experience supervising professional staff in a social work area

4. 4 years of professional experience working in a social work field related to child welfare or child protection

5. 4 years of professional experience administering a social work program

6. 3 years of professional experience serving in a liaison capacity in a public or business organization
