Essential Functions

  • Under general direction, serves as the Programming Supervisor and the lead programmer for the Department of Innovation & Technology (DoIT), supporting the Illinois Gaming Board (IGB), planning, organizing, and directing the analysis, design, programming, implementation, and support of information systems and programs.
  • Serves as Project Manager for application development requests including managing the agency’s programming project user requests to ensure completion and priority of agency programming needs are met.
  • Serves as working supervisor.
  • Develops control procedures, inputs and outputs, form design, and interactive system procedures and identifies functional requirements consisting of defining inputs and outputs, processing, and data requirements.
  • Develops and maintains communication with outside agencies, vendor groups and Gaming Division Managers to obtain and share information on program data requirements related to major project implementations of new enhancements and upgrades to programs and testing of new initiatives and directives.
  • Creates, evaluates, and implements formal and informal training for professional programming staff.
  • Keeps abreast of new developments in the Information Technology field by continuing education through attendance at meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in management information systems, data processing, telecommunications, or a direct Information Technology related field.  
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization. 

Specialized Skills

  • Requires three (3) years of professional experience performing application development and programming, including planning, designing, implementing, and supporting enterprise-level information systems using ASP.NET, C#, SQL Server, Visual Basic (VB), and JavaScript. 
  • Requires three (3) years of professional experience utilizing System Development Life Cycle (SDLC) methodologies to analyze business needs, evaluate technical solutions, and develop or enhance applications using cloud computing platforms such as Microsoft Azure and Salesforce.
  • Requires three (3) years of professional experience managing a team of developers, delivering solutions on time, and preparing a budget.

Preferred Qualifications

  • Three (3) years of professional experience performing application development and programming, including planning, designing, implementing, and supporting enterprise-level information systems using ASP.NET, C#, SQL Server, Visual Basic (VB), and JavaScript. 
  • Three (3) years of professional experience utilizing System Development Life Cycle (SDLC) methodologies to analyze business needs, evaluate technical solutions, and develop or enhance applications using cloud computing platforms such as Microsoft Azure and Salesforce.
  • Three (3) years of professional experience managing a team of developers, delivering solutions on time, and preparing a budget.
  • Three (3) years of professional experience managing application development and programming projects, including reviewing user requests, prioritizing agency programming needs, and ensuring timely project completion using enterprise development tools.
  • Three (3) years of supervisory experience in an Information Technology organization, including assigning and reviewing work, providing training and guidance, and evaluating employee performance to ensure efficiency and productivity. 
  • Extensive knowledge of system design and architecture, including defining functional requirements, developing control procedures, and designing interactive system processes for enterprise applications.
  • Ability to create, evaluate, and implement formal and informal training for professional programming staff.
  • Ability to develop and document processes and procedures related to system design, application development, production control, and project management. 
  • Ability to develop and maintain cooperative working relationships with agency officials, associates, vendors, and clients both within and outside of the agency.
