Position Overview

A project manager is needed to oversee the IDPH Chicago Lab Build and IDPH Carbondale Lab Build projects. These projects are large-scale, highly complex, and represent critical priorities for the State of Illinois. Each project will have time-sensitive deliverables at multiple stages. And these deliverables will involve interfacing with stakeholders across several state agencies. This position will support IDPH staff by ensuring deliverables and milestones are met on schedule. The selected candidate will contribute to exploratory stages in land development, contractor selection, building and laboratory design, and track and report on construction progress.

Essential Functions

  • As project manager, oversees the IDPH Chicago Lab Build Project and IDPH Carbondale Lab Build Project.  These are two very large, complicated, high-dollar, and high-visibility projects.  Both projects have time-sensitive deliverables at every stage.  Both projects involve multiple state agencies and non-state entities.  
  • Maintain constant oversight the IDPH Chicago Lab Build and Carbondale Lab Build projects.
  • Coordinate with IDPH leadership, other state agencies, and contractors.
  • Stakeholder management including gathering feedback, providing regular updates, reporting of project status, identification of risks to completion and issues with timeline for completion.
  • Assist IDPH during exploratory stages of land development in Chicago and Carbondale.  Ensure deliverables are being met by all participating agencies and contractors.
  • Participate in all project-related meetings, safety walk throughs, and inspections with project team and contractors.
  • Coordinate routine project collaboration meetings.
  • Participate in CDB Architect/Engineer Selection.
  • Participate in Relocation of IDPH operations to new laboratories, up to and including the coordination of moving services, and the relocation and recalibration of laboratory equipment.
  • Track and archive all warranties related to design and construction.

Minimum Requirements

  • Requires a Bachelor’s Degree or equivalent work experience in business or public administration, construction management, commercial development, or a related field.
  • Requires three (3) years of experience in construction project management.

Preferred Qualifications

  • Five (5) years of experience handling complex projects.
  • One (1) year experience with Bio-Safety Level 3 laboratory construction -Or- One (1) year experience with clinical laboratory sciences.
  • Three (3) years of experience with Illinois Capital Development Board projects.
  • Project Management Professional Certification (PMP)
  • Certified Construction Manager (CCM)
  • Proficiency in clinical laboratory sciences.
