Essential Functions
- Under Administrative direction, independently performs a broad range of accounting and auditing activities for the Bureau of Warehouses.
- Certifies completion of monthly, quarterly, and other financial reports for all funds used by Warehouses and the Illinois Grain Insurance Corporation (IGIC) including maintenance of SOPs.
- Serves as Warehouses and IGIC administrator of the Warehouse Database licensing and accounting system including maintenance of SOPs.
- Serves as Warehouses and IGIC liaison to all internal and external auditors along with providing coordination and monitoring of all internal and external audit engagements.
- Serves as GAAP (Generally Accepted Accounting Principles) coordinator for the IGIC including maintenance of SOPs.
- Continues professional education requirements for licensing through formal and informal training and to remain current on new laws, practices, and proclamations.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration and accounting.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
- Requires licensure as a Certified Public Accountant (CPA) in the State of Illinois.
Preferred Qualifications
- Prefers three (3) years of professional experience reviewing financial statements for compliance against an objective standard.
- Prefers three (3) years of experience with financial reporting under Generally Accepted Accounting Principles (GAAP) and implementation of Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB) Pronouncements.
- Prefers three (3) years of professional experience utilizing computer based and automated accounting systems.
- Prefers three (3) years of professional experience meeting deadlines in a timely and accurate manner with significant attention to detail, possessing critical thinking skills, and multi-tasking capabilities in a dynamic environment.
- Prefers three (3) years of professional experience communicating both orally and in writing with internal and external stakeholders, peers, and supervisors.
