The Illinois Office of Comptroller is seeking applicants for the position of Public Service Administrator-Financial Reporting & Bonds.
The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.
Major Function
Under general direction, performs professional accounting duties in the Financial Reporting & Bonds Department; assists with implementation and maintenance of report compilation systems for the Annual Comprehensive Financial Report (ACFR); researches and develops footnotes and schedules for the ACFR; assists in the tracking of bond activity for the State and its component units; and assists in the preparation of monthly and annual bond reports.
Job Responsibilities
- Performs a wide variety of accounting functions in support of the department; assists in developing and implementing policies and procedures for the department and in determining program needs; ensures compliance with policies, procedures, and applicable state regulations which impact financial reporting and accounting.
- Assists with preparing, compiling, researching, and reviewing monthly and quarterly reports and annual financial statements; assists with preparing the ACFR; assists agencies with completion of GAAP packages; conducts first review of GAAP packages submitted by outside agencies and completes in-house GAAP packages.
- Assists with tracking bond information for the State and its component units; assists with preparing monthly and annual reports relating to bonds and other financial information.
- Serves as a liaison to internal offices and other state agencies; consults with outside agency personnel; provides training on various SAMS/GAAP accounting procedures.
- Consults with Director regarding potential problems with reporting; makes recommendations to resolve and/or improve processes and procedures for the overall financial reporting function.
- Other duties may be assigned.
Minimum Qualifications
- Requires a bachelor’s degree in accounting or a degree in a closely related field with completion of 30 semester credit hours in accounting OR a graduate degree in accounting or a graduate degree in a closely related field with the completion of 30 semester credit hours in accounting.
- Requires three (3) years of progressively responsible experience of which a minimum of one (1) year must be in the fields of accounting or auditing, specifically in the preparation or audit of financial statements, footnotes, or other financial reports.
Preferred Qualifications
- Prefers the possession of a valid license as a Certified Public Accountant (CPA) or Registered CPA.
- Prefers three (3) years of experience working with governmental accounting processes and accounting systems.
- Prefers three (3) years of experience with the preparation of GAAP packages.
- Prefers experience providing training on various accounting processes or procedures.
- Prefers experience analyzing routine and non-routine financial situations and complex financial reports and communicating with others regarding the situations and providing guidance to solve problems.

- Requires proficiency in basic web applications and ability to use Microsoft Office Word, Excel, Power Point, and Adobe.
- Requires the ability to coordinate, monitor, and guide a project from conception to completion.

Additionally, this position will annually accrue 12 paid sick days, a minimum of 10 paid vacation days, 4 paid personal days, and be afforded 13 paid state holidays, prorated based on start date.
