The Illinois Office of the Comptroller is seeking applicants for the position of Public Service Administrator - IT - Database Administrator.
The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.
Major Function
Under the administrative supervision of the Deputy Chief Information Officer, this role is responsible for the development, management, and maintenance of DB2 databases including extracting and/or loading data. Key tasks include creating and managing database objects, performing reorganizations, conducting backups, troubleshooting database issues, and executing other related administrative duties. Ensures data integrity, security, and compliance with relevant regulations and cybersecurity measures, and ethically handing private data. The position also supports and maintains DB2 Information Warehouse and Structured Query Language (SQL) server databases. As the primary point of contact for DB2 technical support, this role assists with system administration tasks, including on-call duties and problem resolution.
Job Responsibilities
- Designs, implements, and maintains database systems to meet organizational requirements, including extracting and/or loading data.
- Monitors database performance, troubleshoots issues for optimal performance and availability, and configures servers and databases.
- Contributes to optimization of database systems for efficiency and scalability, including monitoring the performance of hardware and software, and ensuring all hardware and software are updated.
- Collaborates with stakeholders to integrate databases into applications and systems, providing technical support and guidance on database-related matters.
- Participates in development and implementation backup and recovery strategies to protect critical data, preserving data integrity, and authenticating data.
- Evaluates and recommends database technologies, tools, and methodologies for enhancing capabilities.
- Performs other related duties as required or assigned which are reasonably within the scope of duties.
Minimum Requirements
- Requires knowledge, skill and mental development equivalent to a bachelor’s degree in information systems; Computer Science; mathematics; statistics; public administration or business administration or a related degree with coursework specific to information technology.
- Requires a minimum of two (2) years of progressively responsible administrative experience work with MVS Mainframe and DB2, including expertise in utilities, SQL writing and optimization, database creation and management.
Preferred Qualifications
- Prefers professional experience in database administration with both DB2 on z/OS and SQL server.
- Prefers experience participating on technical project teams.
- Prefers document management and MS SQL administration certifications.
Knowledge, Skills, and Abilities
- Requires knowledge of database management systems and their architectures.
- Requires knowledge of SQL and database programming languages.
- Requires thorough knowledge of Information Technology concepts and the theories and functions of computer systems.
- Requires thorough knowledge of the principles of computer science or information technology, and public and business administration, principles and practices.
- Requires thorough knowledge of office programs and service objectives, activities and operational systems.
- Requires ability to express ideas clearly both orally and in writing.
- Requires adaptability to new technologies and methodologies.
- Requires ability to develop and maintain satisfactory working relationships through excellent communication skills.

This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
