Position Overview

Under general direction of the Health Policy Administrator, serves as Quality Assurance Specialist for the Office of Health Policy; conducts and coordinates in-depth, detailed management operations studies involving technical research and systems analysis of regional and statewide service, payment claim, and health status data; develops, maintains, and modifies databases for specialized and ongoing projects; provides management and other divisional staff with high level technical assistance in the development, analysis, evaluation, and modification of comprehensive management information systems and reports; reviews and revises medical record forms; performs research, data analysis, and reporting on assigned areas. This position provides a great opportunity for someone who is passionate about children and interested in helping ensure that foster families are available for children in care.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong communication skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Essential Functions

  • Conducts and coordinates in-depth, detailed management operations studies involving extensive technical research and systems analysis of regional and statewide service, payment claim, and health status data from a variety of information systems, including the Department, other state agencies, and contractors to identify issues and trends and monitor performance.
  • Develops, maintains, and modifies datasets for specialized and ongoing projects.
  • Coordinates with all partners (DCFS, sister state agencies, and private agencies) to provide support on oversight of the Managed care organization and affiliations.
  • Provides assistance to the Health Services Program Administrator with the annual APSR report and other reports on the collective health care services provided, unmet needs, and health care system problems.
  • Performs research, data analysis, and reporting on Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a master’s degree in business or public administration or a closely related field, preferably including coursework in systems analysis, accounting, computer science, and statistics and two years of professional experience in public or business administration OR requires a bachelor’s degree in business or public administration or a closely related field, preferably including coursework in systems analysis, computer science, and statistics and four years of experience directly related to the development, maintenance, and coordination of a computer-based management information system.

Preferred Qualifications

  • Prefers two years of professional experience in public or business administration; to include working with a wide variety of partners.
  • Prefers two years of experience using Microsoft Excel software to develop complex datasets.
  • Prefers four years of professional experience directly related to the development, maintenance, and coordination of a computer-based management information system.
  • Prefers one year of experience using Microsoft Access software to monitor databases and reports and to conduct data analysis and reporting.
