The Illinois Department of Children and Family Services is seeking an organized, professional, and energetic individual to serve as Quality Assurance Manager. Under administrative direction, this position will direct, develop, control, and manage the operation of hte Quality Assurance Program throughout the state, drafting new rules and procedures governing the implementation of Quality Assurance and Quality Improvement programming. The position will provide oversight of professional staff, manage information, and compose reports assessing Agency performance. This position provides a great opportunity for someone with a strong background in quality assurance management, paticularly in a social work arena. Job Responsibilies

1. Serves as Quality Assurance Manager 

  • Directs, develops, controls, and manages the operation of the Quality Assurance Program throughout the state
  • Develops and implements new and revised statewide policies for the division
  • Drafts new rules and procedures governing the implementation of Quality Assurance and Quality Improvement programming, program design, and Department practices
  • Through subordinate managers, monitors the effectiveness of divisional operations and quality of services provided and effectuates and monitors the implementation of policies and procedures
  • Recommends remedial action to the Deputy Director and Executive Staff
  • Drivers or travels to various locations in the performance of duties

2. Serves as full line supervisor 

  • Assigns and reviews work 
  • Provides guidance and training to assigned staff 
  • Counsels staff regarding work performance 
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves/disapproves time off requests
  • Adjusts first level grievances
  • Effectively recommends and imposes discipline, up to and including discharge
  • Prepares and signs performance evaluations
  • Determines and recommends staffing needs

3. Manages information and composes reports assessing Agency performance

  • Confers with Quality Enhancement and other Department Units, including operational divisions, Research Director, Administrative Case Review, and the Department of Innovation and Technology in the development of assessment studies

4. Serves as liaison to the Governor's staff and Director's staff in providing recommendations and/or referrals and facilitating resolution of highly sensitive, complex, confidential Departmental issues brought to the attention of the Governor's or Director's Office regarding Quality Enhancement issues

  • Serves as the Department representative on interagency quality assurance planning groups
  • Serves on inter-agency and intra-agency work groups and task forces to analyze human service programming for quality and effectiveness 
  • Serves as liaison with private agency providers regarding Quality Assurance and Quality Improvement activities
  • Serves as a Facilitator for Continuous Quality Improvement processes and activities on a team, site, regional, and statewide level 

5. Provides input into budget preparation, expenditure justification, expenditure monitoring, and areas requiring appropriation/allocation adjustments

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above 

Minimum Qualifications

1. Requires a master's degree in social work or a related human services field from a recognized college or university 

2. Requires three years of progressively responsible child welfare administrative experience with an MSW OR four years of progressively responsible chidl welfare administrative experience with a master's degree in a related human services field 

Preferred Qualifications

1. 3 years of experience performing quality assurance review activities for a public or business organization

2. 3 years of experience managing staff engaged in quality assurance reviews in a public or business organization

3. 3 years of experience supervising professional staff in a social work area

4. 4 years of professional experience working in a social work field related to child welfare or child protection

5. 4 years of professional experience administering a social work program 

6. 3 years of professional experience serving in a liaison capacity in a public or business organization

Conditions of Employment

1. Requires ability to pass a background check 

2. Requires ability to travel and possession of a valid driver's license
