Position overview:
The Department of Healthcare and Family Services, dedicated to improving lives for 3.2 million Illinoisans, is seeking to hire a highly motivated, qualified individual in the Bureau of Quality Management to serve as the Manager of Quality Management. This position will plan, develop, evaluate and manage the Quality Assurance Programs in a managed care setting, including overseeing the development and monitoring of quality standards for care coordination entities and managed care organizations; develop policies and procedures to ensure client access to quality health care.

Essential Functions
- Subject to management approval, serves as the Quality Assurance Manager by planning, developing, evaluating and managing the Quality Assurance Programs in a managed care setting, including overseeing the development and monitoring of quality standards for care coordination entities and managed care organizations
- Plans, organizes and directs the quantitative and qualitative analysis regarding policy program issues in the Medical Assistance Program
- Serves as full line supervisor
- Develops policies and procedures to ensure client access to quality health care
- Directs the planning, evaluation and implementation of the Quality Assurance Program
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Minimum of three (3) years of professional experience managing a quality assurance program in a managed care setting
- Minimum of three (3) years of professional experience developing and implementing program and operational policies and procedures to be adhered to by providers and incorporated as essential elements in multi-million-dollar contracts
- Minimum of three (3) years of professional experience in the field of managed care quality improvement, with knowledge of Healthcare Effectiveness Data and Information Set (HEDIS) measurements, coding and related data definitions
- Minimum of three (3) years of professional experience working with Medicaid policies and procedures
- Minimum of three (3) years of professional experience developing and managing a major program for a public or private organization
- Minimum of three (3) years of experience analyzing quality data
- Minimum of two (2) years of professional experience serving as a spokesperson for an organization addressing internal and external stakeholders such as Managed Care Organizations (MCOs), hospital associations, medical providers, and/or elected officials
- Prefers a clinical degree or advanced degree in a relevant field
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
