POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) is seeking to hire a highly motivated, detail-oriented, and result-driven candidate to serve as the Central/East Region Real Estate Leasing Representative within the Bureau of Property Management. As part of a leasing team covering the Central and Eastern Regions of Illinois and other regions as assigned, will assist in the management of leases, BidBuy transactions, initial lease specifications, assist agencies and Bureau Space Planners with completion of needs, analysis forms, and evaluation of agency space request needs. In addition, this position will conduct ongoing analysis and research of progress on operational components of the Central Region’s Transactions & Property Management operations and researches methods of enhancement based upon best business practices and real estate market analysis. The ideal candidate should possess professional experience in procurement, commercial/industrial leasing, and negotiating commercial real estate transactions. POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Transactions & Property Assistant Division Manager, manages leases for assigned facilities managed by the Department Central Management Services (CMS) in the Central Region utilized by State agencies, boards, and commissions.
  • Serves as the Real Estate Leasing Representative for the Central Region or other regions as assigned.
  • Serves as liaison to property owners, landlords, and officials from assigned client agencies in the assigned region.
  • Conducts ongoing analysis and research of progress on operational components of the Central Region’s Transactions & Property Management operations and researches methods of enhancement based upon best business practices and real estate market analysis.
  • Conducts market research and demographic research on property for the Central Region or other regions as assigned.
  • Establishes and maintains relationships with the commercial real estate brokers and vendors in the Central Region or other regions as assigned.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in business management, real estate, facility management, or a related field.
  • Requires three (3) years of progressively responsible administrative experience in a public or business organization.

 

PREFERRED QUALIFICATIONS

  • Prefers two (2) years of experience in managing and negotiating real estate transactions and/or asset management.
  • Prefers three (3) years of professional experience in commercial and/or industrial leasing.
  • Prefers three (3) years of professional procurement experience.
  • Prefers two (2) years of professional experience tracking multiple projects simultaneously.
  • Prefers one (1) year of professional experience with purchasing software such as BidBuy or comparable software.
  • Prefers one (1) year of professional experience with commercial real estate listing services such as CoStar, LoopNet, Crexi, or comparable software.
  • Prefers five (5) years’ progressively responsible administrative experience in a public or business organization.

 

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Per Executive Order 2018-07, requires engagement with Business Enterprise (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable.
  • Requires a valid driver’s license and the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to drive a vehicle for extended periods of time.
  • Requires use of an agency-supplied technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
