Position Overview

 

This position is responsible for the management, retention, and disposal of active, inactive, and vital records regardless of medium or format, Records Center facility management.  The incumbent is also responsible for procedure development, quality assurance and compliance issues, budgeting and time management oversight, department-wide Records and Information Management (RIM) training, and staff training, evaluation, and development.

Essential Functions

  • Surveys the business and regulatory environment to optimize current and future records and information management operations.
  • Reviews work product to validate and ensure outputs align with business plans and strategic objectives; identifying opportunities for RIM process improvements.
  • Develops periodic reports by gathering and analyzing data and information related to the RIM program. Reviews, monitors, and provides metrics that measure the productivity and performance of the RIM program.
  • Ensures subordinate training, evaluation, and development.
  • Provides guidance and direction department-wide in centralized and decentralized file management operations to improve access and control.
  • Provides training regarding RIM processes in compliance with policies and procedures. Reviews and updates RIM procedures, providing suggestions for updates to RIM policies. Delegates RIM responsibilities to ensure the creation, capture, management, preservation, retention, and disposition of comprehensive authentic records.
  • Assists with implementing, managing, and testing a plan to protect organizational vital records and information assets. Assists with implementing, managing, and testing the business continuity plan to protect the organization’s mission-critical records and information assets.
  • Communicates department policies promoting the value of RIM principles and best practices.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business administration, business information technology, computer science, management information systems, information technology, or a related field PLUS three years of experience in records and information management; OR Eleven years of experience in records and information management.
     

Preferred Qualifications

  • Supervisory experience.
  • Working knowledge of records and information management techniques and organizational concepts.
  • Ability to plan and direct efforts of employees for efficient accomplishment of program objectives.
  • Ability to maintain harmonious relationships with employees, agency officials, and the public.
