POSITION OVERVIEW

The Illinois Department of Central Management Services Internal Personnel Office is seeking to hire a Recruitment Manager to coordinate the agency’s recruiting program to establish and implement many of the agency’s recruitment program initiatives. The ideal candidate for this position will be well organized and able to adapt to change in a collaborative, fast paced environment. The candidate will also need to be able to communicate effectively with prospective employees, as well as the agency’s Internal Personnel staff, Bureau management teams, and the Diversity Enrichment office.

POSITION ESSENTIAL FUNCTIONS

  • Serves as recruitment manager for the Department of Central Management Services (CMS) Internal Personnel Office
  • Manages the evaluation of Internal Personnel Hiring operations
  • Establishes and maintains effective working relationships with private and public organizations
  • Plans and implements workshops and training programs for difficult-to-fill titles to recruit in the Department of Central Management Services
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

MINIMUM REQUIREMENTS

  • Requires knowledge, skill, and mental development equivalent to completion of four years college
  • Requires three years progressively responsible administrative experience in a public or private organization working in Human Resources
  • Requires two years recruiting experience

PREFERRED QUALIFICATIONS

  • Prefers two (2) years professional experience in conducting interpersonal/in-person, active recruiting efforts (job fairs, university events, career days, military recruiting)
  • Prefers two (2) years professional experience in optimizing processes or implementing continuous improvement initiatives in a professional environment
  • Prefers two (2) years professional experience overseeing a project from start to completion, managing schedules, and timelines
  • Prefers two (2) years professional experience with managing, analyzing, and reporting on statistical data
  • Prefers proficiency generating reports utilizing word processing and spreadsheet software, such as Microsoft Word and Excel
  • Prefers college coursework in business or public administration, human resources, organizational management, organizational staffing, business and personal ethics, recruitment, hiring/employee onboarding, or a related field

CONDITIONS OF EMPLOYMENT

  • This position requires the applicant to pass a background check
  • Overtime is a condition of employment and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime
  • Requires a valid driver’s license and the ability to travel
