Position Summary

The Illinois Department of Central Management Services (CMS), Bureau of Personnel is seeking to hire a seasoned, diverse human resources professional with experience in all aspects of the hiring process including recruitment, process improvement, compliance, relationship management, conducting meetings, and facilitating training. Position Essential Functions

  • Under general direction of the Statewide Recruitment Manager, leads, executes, and approves all aspects of the recruitment and retention process including career counseling and outreach.
  • Leads and participates in various recruitment activities such as Veteran’s Outreach workshops, Minority Outreach workshops, Community job fairs, University and College recruitments using various methods and technology including, but not limited to via phone, chat, email, in-person and/or virtually.
  • Performs duties to determine best practices and methods for counseling applicants on the State of Illinois hiring process.
  • Serves as a working supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Preferred Qualifications

  • Prefers two (2) years’ professional experience in career counseling and/or assessment of skills.
  • Prefers working knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act, Civil Rights Act, and the Comprehensive Employment Plan as well as related departmental policies, procedures, processes, and guidelines derived therefrom.
  • Prefers working knowledge of the Applicant Tracking System (ATS), Human Capital Management (HCM), and/or Personnel systems such as WinCATs, JACS, PEERS, and the SuccessFactors job posting system.
  • Prefers at least one (1) year of professional supervisory experience.
  • Prefers working knowledge of process improvement concepts and techniques.

Conditions of Employment

  • This position requires the applicant to pass a background check.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with some overnight stays as appropriate.
