The Illinois Department of Revenue (IDOR) is seeking highly motivated individuals for entry-level Revenue Auditor Trainee positions. We seek candidates with a business-centered educational background - with a focus on accounting - and an ability to critically think, work independently, and effectively communicate both within the organization and to external stakeholders. IDOR administers Illinois tax laws and collects taxes in a fair, consistent, and efficient manner and an auditor’s duties and responsibilities are to ensure taxpayer compliance of various tax laws. This auditor trainee position can include a variety of roles, from conducting field examinations to supporting functions of the audit process.

Job Responsibilities

  • Under immediate supervision, for a period not to exceed twelve (12) months, travels to taxpayer’s place of business to receive and complete field audit assignments of a routine nature or specific aspects of more difficult case assignments, such as manual and computerized audit of taxpayer’s books and records, investigation of delinquencies or non-compliance by taxpayers, etc., in accordance with established rules, policies and procedures.
  • Participates as part of a team in audit assignments, or assists supervisor, to whom assigned, in more difficult or complex audits.
  • Attends and participates in a formalized classroom training program on regularly scheduled basis to receive highly specialized and technical orientation, indoctrination and instruction in the knowledge and skill required in both manual and computerized revenue tax auditing.
  • Receives on-the-job training in performing auditing assignments of increasing difficulty, in either an in-house setting or in a field office.
  • Receives classroom and on-the-job training in utilization of a Personal Computer and related software, e.g., Access, Excel, Word, etc.
  • Prepares comprehensive reports detailing results and conclusions of assignments including supportive documents and evidence.
  • Provides routine tax information and guidance to taxpayers concerning the proper method of completing tax returns and application forms.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

  • Requires possession of a bachelor's degree in accounting, business administration, or finance.
  • Requires minimum of 21 semester hours of progressive coursework in accounting.

-OR-

  • Requires possession of a bachelor’s degree.
  • Requires a minimum of 15 hours of progressive coursework in accounting, including one class in tax or auditing, and either (a) or (b):
  • (a) Five years of work experience performing technical accounting and/or auditing functions; OR
  • (b) Five years of work experience in the Revenue Tax Specialist Series (specifically, one year as a Revenue Tax Specialist Trainee, three years as a Revenue Tax Specialist 1 and one year as a Revenue Tax Specialist 2).

 

This class is included as an Upward Mobility Program credential title.

Knowledge, Skills, and Abilities

  • Requires elementary knowledge of professional accounting methods and techniques of tax accounting and auditing.
  • Requires elementary knowledge and understanding of the various types of records maintained by businesses, partnerships and individuals.
  • Requires elementary knowledge of methods, procedures and techniques utilized in the examination and review of tax returns and supporting documentation, and in determining and recommending appropriate corrective action.
  • Requires elementary knowledge of statistics, sampling methods, procedures, applications and analysis of statistical results.
  • Requires elementary knowledge of files, procedural manuals and other related materials utilized in the research and analysis of tax returns and supporting documentation.
  • Requires ability to read, interpret and analyze journals, ledgers, balance sheets, and other types of financial documentation.
  • Requires ability to detect computational, noncompliance, legal and/or technical errors in the process of reviewing tax returns and supporting documentation and recommend determinations within established guidelines.
  • Requires ability to prepare and maintain statistical and informational records and reports according to guidelines and accepted practice.
  • Requires ability to develop and maintain satisfactory working relationships with the public and other employees.
  • Requires ability to obtain necessary information in a tactful and diplomatic manner.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires ability and willingness to travel extensively and frequently, often keeping irregular hours.
  • Requires possession of a valid driver's license and access to an automobile.
  • Requires ability to lift and carry materials weighing up to 50 pounds including transporting and utilizing a personal computer.
