These positions will receive on-the-job training in performing auditing assignments in a Field setting related to manual and computerized revenue tax auditing. Essential Functions
- Under immediate supervision, for a period not to exceed twelve (12) months, receives intensive scheduled classroom instruction and on-the-job training involving the various facets of the Illinois Department of Revenue’s (IDOR) Audit program and operations.
- Participates as part of a team in audit assignments, or assists supervisor, to whom assigned, in more difficult or complex audits.
- Receives on-the-job training in performing auditing assignments of increasing difficulty, in either an in-house setting or in a field office.
- Attends and participates in a formalized classroom training program on regularly scheduled basis to receive highly specialized and technical orientation, indoctrination and instruction in the knowledge and skill required in both manual and computerized revenue tax auditing.
- Receives classroom and on-the-job training in utilization of a Personal Computer and related software, e.g., Access, Excel, Word, GenTax, etc.
- Provides routine tax information and guidance to taxpayers concerning the proper method of completing tax returns and application forms.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications

QUALIFICATION PATH A
Requires a bachelor’s degree.
Requires successful completion of fifteen semester hours of academically progressive coursework* in accounting including at minimum:
• two introductory accounting courses
• two intermediate accounting courses
• one course in taxation or auditing
* IMPORTANT NOTE: Progressive coursework is recognized as sequencing of increasingly difficult and rigorous coursework in an academic discipline that builds upon previously mastered knowledge and skills. Progressive coursework may be determined by assessment of course content, course title, course numbering, or other factors; coursework assessed as duplicative shall be accepted and credited once, only.
QUALIFICATION PATH B
Requires a bachelor’s or higher degree in Accounting or a Certified Public Accountant certification.
Qualifying state employees in the Upward Mobility Program may complete specific proficiency tests and/or training programs leading to a certificate of proficiency in lieu of the stated requirements for this class.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
- This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
