This position will represent IDOR state-wide, either virtually or in-person, at college/job fairs, community events and business meetings to recruit talent for the Agency, as well as participating in special projects for the HR office. Essential Functions
- Under general direction of the Human Resources Recruitment Manager, represents Illinois Department of Revenue (IDOR) at college/job fairs, community events and business meetings to recruit talent either traveling to attend in person or participating virtually.
- Performs professional, complex functions relating to human resources programs, policy and procedures.
- Serves as a confidential human resources specialist to the Recruitment Manager and the HR Director.
- Independently responds to inquiries from IDOR management staff, state employees, and the general public, providing information regarding hiring, classifications, payroll, benefits and administrative policy and procedures.
- Participates in the interview process as a panel member.
- Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college.
- Requires two years of professional human resources experience.
Specialized Skills
- Of the two years of professional human resources experience, requires two years’ experience working with developing recruiting plans, utilizing hiring goals, utilizing social media and external job boards.
- Requires experience representing organizations and/or agencies at job/career fairs/hiring events.
- Requires experience with analysis of recruiting trends and patterns.
Preferred Qualifications
- Two (2) years of experience recruiting, attending job fairs and talking to potential candidates.
- Three (3) years of experience writing proposals to increase recruiting and retention efforts, meet DEIA objectives and/or enhance engagement efforts.
- Two (2) years of experience reviewing, analyzing, and combining data into report format to share with leadership.
- Two (2) years of experience using technology to set up virtual meetings and recruiting presentations.
- Two (2) years of experience collecting, analyzing and reporting data.
- Two (2) years of experience working with Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom; and departmental policies, procedures and processes.
- Two (2) years of experience working on projects from start to finish, providing scheduled progress reports and ending with the desired results.
- Two (2) years of experience using computer systems and software to access recruiting systems and instructing others in such equipment and system usage.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Overtime is a condition of employment, and you may be requested or required to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
