The Illinois Department of Revenue is seeking a manager for the Research & Analysis Section of the Document Control and Deposit Division.  The ideal candidate has experience analyzing a variety of Illinois tax returns and can make independent decisions on complex cases. Job Responsibilities

  • Manages the Research & Analysis Section
  • Serves as full line supervisor
  • Examines, researches, adjusts, and resolves the more technical/complex/controversial accounts
  • Provides guidance and assistance to subordinates in resolving procedural problems, complex processing problems, and resolution of accounts
  • Serves as a committee member during year-end testing and special project teams
  • Serves as the leader of special projects (e.g., implementation of new programs) as assigned by the Division Manager
  • Attends and participates in Division/Bureau staff meetings to keep apprised of any new and/or revised policies, operating procedures, legislation, etc
  • Ensures that security and confidentiality of federal and state tax information are strictly enforced
  • Provides back-up to other section managers in the Bureau to supervise staff in the absence of the regular supervisor or to provide additional assistance to production backlogs, new program implementation, or special projects
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in business administration, accounting or tax accounting.
  • Requires three (3) years of progressively responsible administrative experience in business administration or tax accounting.

Preferred Qualifications (in priority order)

  • Prefers experience reviewing, researching, and providing analysis and impact statements related to program changes (e.g., legislation, policy changes).
  • Prefers experience supervising/managing staff (i.e., approving time off, assigning work, motivating, evaluating performance, and managing resources to meet area goals).
  • Prefers experience utilizing GenTax or similar integrated tax processing software.
  • Prefers professional experience working with a variety of Illinois tax returns.
  • Prefers professional work experience in a tax, accounting, or finance role.
  • Prefers experience with gathering and compiling data for the purpose of generating complex reports.
  • Prefers experience evaluating, developing, and implementing new and revised methods, procedures, or performance standards.
  • Prefers experience training employees on policies, procedures, and operations
  • Prefers experience recommending and administering discipline or resolving grievances.
  • Prefers a bachelor’s degree or higher level of education with coursework in administration, accounting, taxes, and/or related fields.

Conditions of Employment

  • Requires ability to work overtime
  • Requires the ability to pass fingerprint background check and a tax compliance check.
  • Requires physical ability to push/pull a cart and lift tubs of work weighing up to 50 pounds.
  • Requires a valid driver’s license and the ability to travel.
  • Requires ability to secure and use a State/Agency issued cell phone and laptop computer.
