Position Overview

The Office of Fiscal Services is seeking to hire a dynamic, organized, detail-oriented Revenue Management Administrator to administer the agency’s accounting and reimbursement programs, including Federal and other receivables.  The administrator will implement policy and communicate goals and objectives for Revenue Management programs and interpret State and Federal guidelines for receivable and collection activity.

Job Responsibilities

  1. Serves as the Revenue Management Administrator for the Office of Fiscal Services.
  2. Serves as full-line supervisor.
  3. Works with Management Information Services (MIS) personnel to develop automation of programs. 
  4. Serves as liaison with division offices, Healthcare and Family Services (HFS), Attorney General, States Attorney, and Auditor General to maximize revenue. 
  5. Oversees follow up on receivable and collection activity in accounting and reimbursement programs for the Revenue Management Section.
  6. Provides general direction to the preparation of periodic statistical reports used in analysis of claims, collections, rejections, and budgetary projections.
  7. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. 

Minimum Qualifications

1.  Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in accounting, auditing, business, or public administration.

2.  Requires four (4) years progressively responsible administrative accounting experience in a public or private organization.

Preferred Qualifications (in priority order)

1. Four (4) years of professional experience reviewing and analyzing federal legislation, Comptroller rules and regulations, and/or federal and state rules, regulations and guidelines for impact affecting a public or private organization’s collection process and procedures.

2. Four (4) years of professional experience exercising judgment and discretion in developing, implementing, and interpreting policies and procedures for a public or private organization.

3. Four (4) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.

4. Four (4) years of experience working with accounting systems, such as the Consolidated Accounting and Reporting System (CARS), Accounts Receivable System (ARS), Integrated Eligibility System (IES), and Systems Applications Projects (SAP). 

5. Four (4) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects. 

6. Four (4) years of professional experience communicating in oral and written form with internal and external stakeholders ensuring detailed and critical analysis of work performed.

7. Four (4) years of professional experience developing, installing, and evaluating new and revised methods, procedures, and performance standards for a public or private organization.

8. Four (4) years of professional experience analyzing administrative problems, providing technical assistance, and adopting effective solutions for a public or private organization.

9. Basic proficiency in computer applications such as Microsoft Office Suite including Excel, Access and Word.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’s discretion.
