Position Overview:
This position is accountable for the salary administration for the department. The incumbent administers all applicable pay plans and bargaining unit agreements for various departmental employee groups to ensure employees receive the proper compensation. This includes performing mathematical calculations to determine salary offers for selected candidates. In addition, this position serves as a liaison with the Department of Central Management Services (CMS) in regard to various employment programs and conducts special studies.
Essential Functions
- Serves as the contact for all inquiries relating to compensation and provides determinations on all salary computations.
- Ensures that annual step increases, special salary increases, and promotional increases are implemented in accordance with the appropriate pay plan provisions. Processes all special salary requests through Central Management Services (CMS) for the department’s code employees.
- Coordinates the implementation of the applicable salary increases required by bargaining unit agreements. Prepares historical documentation for reference.
- Provides accurate research which contributes to the preparation of sound recommendations for developing and revising the Technical Pay Plan.
- Serves as liaison with CMS in requesting increases for various temporary employment programs.
- Conducts and/or responds to internal and/or external salary surveys. Conducts special studies as directed.
- Reviews temporary/job/interim assignment paperwork for accuracy, completeness, and adherence to policy; obtains all necessary approvals; and maintains a repository of the request forms.
- Coordinates the implementation and administration of the technical performance evaluation program.
- Assists the Organizational Analysis and Compensation Section in the completion of overflow, backlog, and special project workloads. Serves as a backup for Organizational Analysis and Compensation Section functions in the absence of assigned staff, as needed.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in human resources, organizational management, statistics, or business administration, plus two years of experience performing salary calculations, determining salary offers, administering a salary program, interpreting policy or bargaining unit agreements, or a combination thereof; OR Eight years of experience performing salary calculations, determining salary offers, administering a salary program, interpreting policy or bargaining unit agreements, or a combination thereof.
Preferred Qualifications
- Working knowledge of organizational concepts.
- Ability to perform mathematical calculations that are sometimes complex in nature.
- Ability to coordinate group projects. Ability to interact with staff in a professional and confidential manner in order to maintain harmonious relationships.
- Detail oriented with precision to accuracy.
- Proficient in the Microsoft Office Suite, Adobe Acrobat Pro, and SharePoint software.
- Ability to create complex spreadsheets to manage information.
- Ability to organize and handle multiple functions in a fast-paced environment within given time constraints.
