Position Overview
This position is responsible for performing various information technology (IT) security functions to include safeguarding information and data, assisting with the development of innovative security plans, detecting vulnerabilities, and preventing threats to the department. The incumbent assists in analyzing the security posture for all agency applications to include potential cyber-threats, correlating cyber-attack patterns, and implementing controls to prevent cyber-attacks before they occur. This position assists with the effective execution of the IT risk management framework across the department.

Essential Functions
- Performs analysis to identify security and vulnerabilities and works closely with risk management staff to recommend appropriate and effective management across all aspects of IT for the department.
- Assists in analyzing cyber-threats, correlating cyber-attack patterns, and implementing controls to prevent cyber-attacks before they occur.
- Assists IT management and staff with incident management and hardening or encapsulating all environments properly to ensure access to data and that information is secure at all times on systems and applications.
- Verifies that IT risks are appropriately identified and mitigated with solutions and controls in place which can be tested and verified for compliance.
- Ensures the department retains a well-defined and documented support security posture and assists with review, inspection, and risk mitigation processes.
- Conducts research and evaluates technical and cyber intelligence resources to develop in-depth assessments of threats to the department’s networks, systems, users, and data.
- Develops, tracks, and reports on KRIs and monitors, tracks, and reports vulnerabilities to management staff for compliance.
- Performs process level walkthroughs and control testing for the identification and assessment of IT risks and controls.
- Monitors applications, permissions, and support activities closely while reporting any concerning activity to leadership to include assisting with internal security audits and security plan development.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in information technology, computer science, management information systems, or cyber security; OR Completion of two years of college plus two years of experience with managing IT security, managing data, auditing IT, managing cyber security, managing IT compliance, managing IT risk, or a combination thereof; OR Six years of experience with managing IT security, managing data, auditing IT, managing cyber security, managing IT compliance, managing IT risk, or a combination thereof
Preferred Qualifications
• Possession of any of the following certifications: Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor
(CISA), or Certified in Risk and Information Systems Control (CRISC)
• Understanding of key technology concepts such as access control, confidential data, encryption, business continuity, info-sec scans, and vendor apps
• Experience or knowledge of third party/vendor management lifecycle
• Strong oral and written communication skills
• Strong organizational skills with the ability to prioritize, multi-task, and thrive in a fast-paced environment
• Ability to work effectively with others to establish goals, objectives, and action plans
• Proficiency in the Microsoft Office suite of applications
