Position Overview

The Division of Behavioral Health and Recovery is seeking to hire a Security Officer Chief for the Elizabeth Packard Mental Health Center located in Springfield, Illinois to serve as Chief of Security. Develops, implements, and monitors policies and procedures to maintain the security and reporting system, consistent with policies and procedures of the Department of Human Services (DHS); develops, implements, and monitors the facility Fire Safety Program and Public Safety Program in conformance with standards of external regulatory agencies such as the Joint Commission and Health care Financing Administration (HCFA). Serves as working supervisor to lower-level staff. Conducts investigations of unusual incidents. Serves as a member of the Facility Safety Committee.

Essential Functions

  • Serves as Chief of Security for the Elizabeth Packard Mental Health Center.
  • Develops, implements, and monitors the facility’s Fire Protection Program and Public Safety Programs.
  • Serves as working supervisor.
  • Conducts investigations of unusual incidents such as patient abuse and neglect, employee misconduct, employee and patient injuries, patient deaths, etc.
  • Provides orientation and training to new staff concerning facility policies and practices as they relate to safety and protection.
  • Prepares and maintains records and files related to operation of Security Department.
  • Serves as a member of the Facility Safety Committee, conducts facility safety rounds and evaluation studies related to patient safety and security.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of high school.
  • Requires two (2) years supervisory experience in safety and protection service or investigative work.

Preferred Qualifications

  • Five (5) years of experience working with security requirements and regulations for a public or private organization.
  • Five (5) years of experience directing the daily operations of a Security Department for a public or private organization.
  • Five (5) years of experience working with emergency response procedures including fire safety and controls for a public or private organization.
  • Three (3) years of experience supervising and training staff.
  • Three (3) years of experience formulating security regulations and emergency response plans consistent with regulations and directives.
  • Three (3) years of experience communicating effectively both orally and in writing.

Conditions of Employment

  • Requires the ability to utilize office equipment, including personal computers.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
