Position Statement

The Department of Healthcare and Family Services is seeking a highly motivated and visionary Senior Data Strategy Advisor to lead the agency’s data strategy and provide critical insights that inform decision-making and drive continuous improvement across the Illinois Medicaid program. This strategic role will translate complex data into actionable recommendations that shape policy, enhance program performance, and improve service delivery. The ideal candidate will bring a powerful combination of strategic vision and technical expertise, using data to advance health equity and support HFS’s mission of delivering comprehensive, high-quality healthcare coverage to Illinois residents.

Duties to be Performed

  • Develop an overall data strategy plan and roadmap for increasing maturity for the Agency working closely with the Deputy Director of Strategic Planning and other Agency leadership along with other critical and closely aligned agencies
  • Collaborate closely with the Deputy Director of Strategic Planning to provide data-driven insights that guide strategic initiatives and program improvements
  • Analyze Medicaid program data, including utilization, costs, outcomes, and population health metrics to identify trends, risks, and opportunities
  • Develop data visualizations, dashboards, and reports that clearly communicate findings to leadership and stakeholders
  • Help define performance measures and track progress against strategic goals and regulatory requirements
  • Support forecasting, modeling, and scenario analysis to evaluate potential impacts of policy changes and resource allocation decisions
  • Collaborate with IT, analytics teams, and external vendors to ensure data quality, accessibility, and integration from disparate sources
  • Maintain an understanding of federal and state Medicaid regulations, funding, and reporting requirements to contextualize data findings
  • Aid in preparing presentations and briefing materials for internal and external audiences, including government officials, partners, and the public

Minimum Qualifications

  • Requires a Bachelor’s degree in computer science, information technology, business or related field or equivalent work experience
  • Requires four (4) years of progressively responsible administrative experience in a health or human services organization

Preferred Qualifications

  • Prefers a minimum of five (5) years of increasing responsible experience gathering and defining data strategies for governmental or private sector healthcare operations utilizing frameworks (e.g., DAMA, CMMI, etc.)
  • Prefers a minimum of 10+ years’ experience in data analysis, preferably within healthcare, public health, or government programs
  • Prefers strong proficiency with data analysis tools such as SQL, Excel, Python, R, or similar
  • Prefers experience developing data visualizations and dashboards using tools like Power BI, Tableau, or equivalent
  • Prefers ability to analyze complex datasets and translate findings into clear strategic recommendations
  • Prefers excellent communication skills, with the ability to present data insights to both technical and non-technical audiences
  • Prefers knowledge of Medicaid programs, healthcare data systems
  • Prefers experience with Medicaid claims data and healthcare utilization datasets
  • Prefers knowledge of healthcare policy, health economics
  • Prefers experience working with HIPAA-compliant data systems and understanding of privacy regulations
