The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Chief Fiscal Officer.  Subject to management approval, this position will formulate overall policies, procedures, and guidelines to maximize agency fiscal resources, while ensuring that the agency complies with all applicable state and federal laws.  The position will develop, establish, and implement long-term strategic goals associated with fiscal management and provide oversight of administrators responsible for budget development, financial management, federal financial participation, rate setting, payroll, field audits, and contract administration. Job Responsibilities

Serves as Chief Fiscal Officer for the Department of Children and Family Services for all fiscal, management and business services

  • As principal policy formulating administrator, formulates overall policies, procedures and guidelines to maximize agency fiscal resources, while ensuring that the agency complies with all applicable state and federal laws
  • Develops, establishes and implements long-term strategic goals associated with fiscal management
  • Plans programmatic agency initiatives mandated by the Director

Directs and coordinates the functions and activities of administrators responsible for budget development, financial management, federal financial participation, rate setting, payroll, field audits, and contract administration

  • Maintains responsibility for negotiations and ultimate rate setting, statewide, with providers
  • Jointly possess approval authority with the Director for all agency-specific procurements and contracts
  • Monitors to ensure policy and procedure development is consistent with Agency objectives
  • Directs the establishment of procedures for use by all business operations
  • Travels or drives to various locations to attend meetings, conferences, etc.

Serves as the Director's special and principal advisor regarding management objectives within the Department

  • Establishes pilot programs to determine effectiveness of new initiatives in management
  • Formulates and implements policies and overall aims and objectives of Department management operations
  • Serves as a member of the Director's Executive staff and chief advisor on all Department policies, programs, operations, planning, and review of short-term and long-term goals and objectives
  • Engages with Business Enterprise Program (BEP) contractors and subcontractors and provides supports for the goals of BEP and the Fair Contracting Task Commission

Serves as full line supervisor

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves/disapproves time off requests
  • Adjust first level grievances
  • Effectively recommends and imposes discipline, up to and including discharge
  • Prepares and signs performance evaluations
  • Determines and recommends staffing needs

Represents the Director and the Department before the private sector, other state agencies, and the General Assembly with regard to management programs

  • Initiates proposals for new or amendments of existing legislation that will enhance administrative capabilities of the Department
  • Testifies before legislative committees to promote understanding and interpret the position of the Department regarding such legislation

Establishes, for the Director's approval, the budgetary request and justification for the Department

  • Negotiates budgetary amendments with the Office of Management and Budget
  • Represents the Department with testimony in appropriations hearings

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

 

Knowledge, Skills, and Abilities

Minimum Qualifications

  1.  Requires knowledge, skill, and mental development equivalent to completion of four years of college,  with coursework in business administration or public administration
  2.  Requires four years of progressively responsible administrative experience in fiscal operations in business or public service

Preferred Qualifications (In Order of Significance)

  1. Prefers 5 years of professional management experience in the area of finance in a public or business organization
  2. Prefers 4 years of professional experience directing and/or monitoring the development and implementation of budget plans in a public or business organization
  3. Prefers 4 years of professional experience analyzing spending and projected expenditures
  4.  Prefers 4 years of experience supervising professional staff
  5.  Prefers 4 years of professional experience representing a public or business organization
  6.  Prefers Master’s degree in a business, finance, or accounting related field
