The Illinois Environmental Protection Agency (IEPA) is seeking a highly qualified individual with strong leadership skills to serve as a Senior Public Service Administrator, Option 9G who possesses a Professional Geologist License from the State of Illinois for the Bureau of Land Groundwater Unit. The successful candidate will manage the unit of professionals comprised of geologists charged with the administration of hydrogeological reviews required by the Bureau of Land Permit Section. The successful candidate will ensure compliance with State and Federal regulations, set priorities for their units, and ensure project reviews are completed within regulatory timeframes. Essential Functions

  • Serves as the Groundwater Unit Manager/ Licensed Professional Geologist, administering the duties of Hazardous and Non-Hazardous Units to facilitate accurate and consistent production within the Bureau of Land (BOL) Permit Section:
  • Licensed Professional Geologist serves as a Groundwater Unit Manager for the Permit Section, Groundwater Hazardous/Non-Hazardous Units, planning, and directing the unit as a full-line supervisor to staff through Subordinate Manager(s).
  • As Licensed Professional Geologist, performs various technical and scientific duties;
  • Serves as, Groundwater Unit Manager:
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  •  Requires a registered Illinois Professional Geologist license to be qualified for this position’s 9G Option.
  •  Requires prior experience equivalent to four years of progressively responsible administrative experience in environmental regulations and groundwater pollution control.    

Preferred Qualifications (In Order of Significance)

  •  Prefers at least (4) four years of experience in interpreting and evaluating complex technical hydrogeological reviews on issues of a highly sensitive and controversial nature utilized during permitting.
  •  Prefers Hydrogeology Modeling experience and ability to interpret and extrapolate hydrogeology modeling data for utilization in permitting decisions.
  •  Prefers at least (4) four years of experience in interpreting and applying state and federal laws and regulations pertinent to permitting.
  •  Prefers at least (4) four years of experience in evaluating program effectiveness and implementing changes to cover new programs and revisions in environmental regulations.
  • Prefers at least (4) four years of experience supervising professional staff in an office setting.
  •  Prefers at least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external.
  •  Prefers at least (4) four years of experience in creating a presentation, speaking publicly, and formally representing an organization.
  • Prefers at least (4) four years of experience serving as expert witness or testifying at Pollution Control Board or court hearings.
  •  Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Excel and Access software.

  •  As required by OSHA 29 CFR 1910.120, this position will be required to take (within 90 days of employment) and maintain working knowledge of (8 hr. annual refresher) and/or certification to ensure position is up to date with laws, rules, and regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations:24 hour OSHA Training.
