Job Overview
The Illinois Environmental Protection Agency (EPA), Division of Legal Counsel (DOL), is seeking a highly qualified individual to serve as a Senior Public Service Administrator, Opt 1, Freedom of Information section. The ideal candidate for this position will be organized, detail-oriented, and possess the ability to adapt to change in a collaborative, fast-paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically, and in writing with both internal and external stakeholders.

Essential Functions
- Directs, coordinates, and reviews the activities of highly responsible and sensitive administrative and policymaking
functions as the administrator of the Freedom of Information Act process for the Illinois Environmental Protection
Agency, Division of Legal Counsel/Deputy Chief Legal Counsel/Division of Records, FOIA Section, FOIA Unit; - Plans, develops, evaluates, and administers the staff efforts to respond to a wide range of requests from the
general public, law firms, insurance companies, consulting firms, other governmental agencies, elected officials, and
news media for statewide information contained in the Illinois Environmental Protection Agency as mandated by the
State of Illinois Freedom of Information Act; - Provides administrative advice and assistance to subordinate managers in resolving highly controversial and
complex issues; - Serves as a full-line supervisor;
- Directs and monitors all activities of the Freedom of Information Section;
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated
above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with
courses in business or public administration. - Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or
business organization.
Preferred Qualifications (In Order of Significance)
- Prefers at least three (3) years of experience in analyzing and evaluating documents for FOIA exemptions under a state
FOIA statute, performing necessary redactions and withholdings. - Prefers at least three (3) years of experience in interpreting the exemptions identified under a state or municipal FOIA
Program. - Prefers at least three (3) years of experience in associating the factual basis for an exemption with the statutory basis
under a FOIA program for redacting or withholding documents as exempt. - Prefers at least three (3) years of experience interpreting, implementing, or applying State laws, rules, or regulations.
- Prefers the ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies
and procedures. - Prefers the ability to supervise staff in an office setting.
- Prefers ability to develop and maintain cooperative working relationships with internal and external stakeholders.
- Prefers ability to develop, install and evaluate new and revised methods, procedures, and performance standards.
- Prefers ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.
