Position Overview
Under the Division of 911, the Radio Network Services Bureau (RNSB) Bureau Chief is responsible for the management of all aspects of statewide law enforcement communications resources including personnel, fiscal management, communications engineering, technical maintenance, data management, associated training, and other resources to accomplish the Bureau's goals and objectives. Through subordinate managers, directs and controls personnel, fiscal management, communications engineering, technical maintenance, data management, associated training, and other resources to accomplish the bureau's goals and objectives. Evaluates administrative and operations policies and procedures and recommends and implements changes. Effectively recommends and imposes discipline, up to and including discharge. Establishes annual goals and objectives.Provides guidance and training to assigned staff. The ideal candidate will be able to manage a diverse subordinate staff and understand the complex components of emergency communications systems including mobile and portable radios, vehicle installations, and radio towers. Excellent communication and organization skills are required.

Essential Functions
- Formulates and implements policies and procedures in managing all aspects of statewide law enforcement communications resources.
- Formulates and develops short and long-range plans for subordinates and sets overall goals and objectives to provide efficacious communications services which are consistent with the Department's mission and Strategic Plan.
- Plans, directs, and manages the bureau's personnel and fiscal operations to ensure all communications requests are justified in terms of integration with long range goals and in meeting the needs of officer and public safety.
- Serves as full line supervisor.
- Consults with administrators, departmental managers, and outside entities to ensure communications services needs are met and to resolve administrative and operational problems.
- Controls, analyzes, and evaluates work requests and ongoing projects.
- Represents the Department through various local, state, and national organizations to maintain support with bodies such as National Emergency Number Association (NENA), Association of Public Safety Communication Officials (APCO), Law Enforcement Agencies Data System (LEADS) and Agency Liaison Emergency Radio Trunk (ALERT).
- Performs other duties as required or assigned.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers at least three (3) years of experience in the use of Windows computer operating systems and radio and electronic equipment programming software.
- Prefers at least three (3) years of experience in managing a technical staff covering a wide range of communications technological projects in a public or private sector environment.
- Prefers at least three (3) years of experience in strategic planning efforts or formalized project management techniques.
- Prefers at least three (3) years of experience in major communications systems, equipment, operation, dispatching procedures, and service needs.
- Prefers at least two (2) years of experience in fiscal management and budgeting.
- Prefers at least two (2) years of experience establishing goals and objectives for subordinate personnel.
- Prefers at least two (2) years of experience serving as a coordinator over a large statewide program in a public or private sector environment.
- Prefers at least two (2) years of experience working with personnel matters in the private or public sector.
- Prefers at least two (2) years of experience with disciplinary and/or grievance procedures.
- Prefers at least two (2) years of experience reviewing, establishing, implementing, and interpreting directives and procedures .
Conditions of Employment
- Requires possession of a valid driver's license.
- Requires ability to respond to emergency call-out after normal work hours.
- Requires ability to travel extensively, including overnight stays.
- Requires ability to work overtime.
- Requires the ability to pass an Illinois State Police background check and drug screening.
