Position Overview

The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with a strong background in the Illinois Environmental Protection Act and Illinois EPA programs to serve as a Senior Public Service Administrator, Option 4, for the Bureau of Water/Public Water Supply/Groundwater Section.

Essential Functions

  • Serves as the Section Manager, directing the activities of the technical and professional staff for the Bureau of Water (BOW), Public Water Supplies (PWS), Groundwater (GW) Section, Illinois Environmental Protection Agency (IEPA)
  • Serves as a full-line supervisor to staff within GW programs.
  • Performs and directs complex groundwater studies.
  • Serves as a liaison to management steering committees.
  • Serves as Liaison representing the Agency on matters involving water supplies.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above. 

Minimum Qualifications

  •  Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in geology, hydrogeology and groundwater modeling.
  •  Requires (4) four years of progressively responsible administrative work experience related to hydrogeology, or groundwater modeling, environmental regulations and groundwater pollution control.

Preferred Qualifications

  • Prefers at least (4) four years of experience in hydrogeology and groundwater modeling of flow and contaminant transport, geochemistry, and statistical analysis.
  • Prefers at least (4) four years of experience interpreting and communicating both verbally and in writing laws, rules, and policy for State or Federal Environmental Regulatory Programs in either a public or private organization. 
  • Prefers at least (4) years of experience in developing, recommending, and implementing policies and procedures pertaining to a major program.
  • Prefers at least (4) four years of experience in preparing and presenting comprehensive reports, memoranda, and correspondence in a clear and concise manner. 
  • Prefers at least (2) two years of experience supervising personnel.
  • Prefers ability to coordinate the activities of work associates to achieve desired results.
  • Prefers at least (2) two years of experience in communicating with all levels of stakeholders both internally and externally in a public or private organization. 
  • Prefers working knowledge of hardware and software, and procedures to provide technical and analytical findings.
  • Prefers ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Environmental Protection Agency’s discretion.
