Position Overview
This position is responsible for ensuring timely and accurate entry of federal transactions and reconciling federal ceilings and fund balances between federal and state source systems. This position is also accountable for evaluating and resolving complex system discrepancies to ensure all federal obligation transactions are processed accurately to maximize the available federal funding as well as maintain proper project tracking and billing for InActive federal projects.

Essential Functions
- Daily reconciles federal fund balances, ceilings, obligation transactions, and project data between the Fiscal Management Information System (FMIS) system and the FPM system to ensure accuracy of both systems and parallel accountability. Independently researches and resolves any discrepancies.
- Evaluates and enters new program/fund codes and adjustments to apportionments, allocations, and ceiling amounts in the FPM system based on notifications from the Federal Highway Association (FHWA).
- Prepares various monthly, quarterly, and on-demand reports for Illinois Department of Transportation (IDOT) management and the FHWA.
- Monitors the Systems Control shared Outlook mailbox and initiates appropriate action on correspondence, including processing requests and/or routing information to other staff as necessary.
- Reviews the status of right-of-way projects and completes research and follow-up as necessary to ensure adherence to federal regulations.
- Monitors and reconciles projects within the Project Control FIRE (InActive) tier in the FPM system and serves as a backup to the Systems Specialist for all other Financial Integrity Review and Evaluation (FIRE) tiers and reviews project data and FIRE justifications for accuracy, completeness, and reasonableness by independently determining and completing required actions relating to aged FIRE/InActive projects.
- Monitors and reconciles projects within the Project Control Period of Performance (Project End Date) tier in the FPM system and serves as a backup to the Systems Specialist for all other Period of Performance (Project End Date) tiers and reviews project data and Project End Date justifications for accuracy, completeness, and reasonableness while independently determining and completing required actions relating to projects with end dates approaching within the timeframes outlined in FPM and by the FHWA.
- Performs reviews and initial processing of PRO 200s (Requests for Project End Date Extension) received by Project Control and evaluates accuracy and reasonableness of requests and completes any necessary follow-up for determination before routing to the Systems Control Unit Manager with recommendations for approval or denial of requests.
- Serves as a backup to the Systems Specialist in reviewing broad Period of Performance criteria (End Dates, Liquidation Dates, Close Dates) via FPM reporting and other methods to ensure eligible project costs are billed accurately and timely prior to Liquidation Dates; when potential errors or discrepancies are noted, independently performs necessary research to determine and initiate appropriate corrective action.
- Serves as a backup in the Systems Control Unit Manager's absence by processing End Date Modifications within the FPM system after receiving FWHA approval of Project End Date Extensions and notifies originating office of the FHWA's determination.
- Serves as a backup in the Systems Control Unit Manager's absence by monitoring the Transfer Approver queue in the FPM system and performs initial review of transfers and routers to Project Control management for further approval and processing.
- Provides input for the modification of current systems or development of new systems warranted by changing federal mandates.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in business, accounting, finance, public administration, or a related field PLUS two years of experience working with federal aid funding, managing, and analyzing data, or a combination thereof OR eight years of experience in working with federal aid funding, managing, and analyzing data, or a combination thereof.
Preferred Qualifications
- Strong working knowledge of federal funding, federal statutes, and program requirements.
- Strong working knowledge of research and statistical methods and techniques.
- Experience in business/public administration, public finance, or accounting activity.
- Strong organizational skills.
- Ability to maintain harmonious relationships with employees, agency officials, and the public.
