Position Overview

The Division of Family and Community Resources is seeking to hire a position to serve as Supplemental Nutrition Assistance Program (SNAP) Liaison/Policy Writer.  Under administrative direction, conducts review and analysis of proposed and current Federal and State statutes, regulations and pending and/or final litigations which have an effect of Supplemental Nutritional Assistance Program (SNAP) and Employment and Training programs.  Anticipates, plans and coordinates communication to top management regarding modifications of present assistance programs and/or creations of new ones to affect smooth transitions and/or implementation of new or revised policy and procedures.  Provides highly technical position papers and oral consultation delineating preferable State/Agency options and makes recommendations available to top management.  Participates in systems to achieve the Agency’s policy goals and objectives.  Secures EDP support when applicable.  Provides oral and written presentation to top management to interpret program options into DHS policy and procedures.  Prepares or revises policy material.

Essential Functions

  • Serves as Supplemental Nutrition Assistance Program (SNAP) Liaison/Policy Writer.

  • Creates and/or prepares written manual material translating complicated management decisions into Agency procedure. 

  • Assists in the development of technology projects and automated system enhancement to implement agency initiatives and program changes as a result of legislation, clarification and to correct problems.

  • Participates in Department SNAP accuracy initiatives by developing strategies for avoiding errors.

  • As requested by agency management, attends meetings and conferences to discuss and provide insight and advice regarding consequences of proposed changes to program and policies. 

  • Promotes a good working relationship with the Federal Food and Nutrition Services and responds promptly to requests for information.

  • Develops studies pertaining to caseload and fiscal impact resulting from revisions in DHS activities. 

  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college. 

  • Requires three (3) years progressive responsible administrative experience in a health or human serves organization.

Preferred Qualifications

  • Three (3) years of professional experience working with policy and procedures for public assistance services such as Supplemental Nutritional Assistance Program (SNAP).   

  • Three (3) years of professional experience writing agency policy and procedures related to public assistance services such as Supplemental Nutritional Assistance Program (SNAP). 

  • Two (2) years of professional experience utilizing Federal regulations and Illinois laws, rules, and regulations with special emphasis on assistance programs such as Supplemental Nutrition Assistance Program (SNAP).

  • Two (2) years of professional experience working with Federal regulations.

  • Two (2) years professional experience analyzing administrative problems and adopt an effective course of action. 

  • Two (2) years of professional experience in public speaking to small audiences.

Work Hours: Mon-Fri, 8:30am-5pm; 1 hour unpaid lunch.
