Position Overview

The Division of Substance Use Prevention and Recovery (SUPR) is seeking to hire a Social Services Program Planner III to conduct grant/contract management for Substance Use Prevention & Recovery Programs.  As the primary point of contact for provider organizations in receipt of funding from Department of Human Services (DHS) SUPR, this position will perform complex technical tasks related to programmatic and budget management activities to ensure provider compliance with grant/contract requirements.   These responsibilities include elements from all of the following phases of the grant/contract management process, Pre-award, Award, Post Award, Monitoring, Audit, and Closeout.  Many systems are utilized in the grant/contract management process.  Examples of some of the systems are, Community Service Agreement (CSA) Tracking System, Illinois Accountability, Credibility, Transparency and Sustainability (ACTS), Enterprise Resource Program (ERP), and Systems, Applications, Products (SAP).  It will be necessary to provide technical assistance on these systems and others to Department funded entities, service facilitators, other community service agencies and Division staff.  Other responsibilities include educating the Provider’s regarding their contract/grant agreement and its content; initiating adjustment decision memorandums for assigned contracts/grant agreements; providing critical information about provider’s additional funding needs with adequate justification; analyzing and making assessments about how provider’s respond to various funding and managerial methodologies as well as how efficiently they manage such functions within their own organizations; managing the provider contracts/grant agreements (maintain accuracy, observe fiscal compliance, utilization, DARTS reporting, and other areas); tracking required submission of the quarterly Periodic Performance Reports and Periodic Financial Reports; and reviewing and advising on each grantee/providers funding utilization and contract/grant agreement closeout.

Essential Functions

  • Performs the more complex technical tasks related to programmatic contract and budget management and compliance activities related to substance use disorder treatment programs.
  • Implements on-site monitoring process for review of licensure and certification of IDHS/SUPR licensed and funded providers.
  • For assigned providers, conducts studies, trend analyses, statistical reviews, reviews of financial issues and tracking procedures, contract deliverables, including the delivery of intervention and treatment services funded by SUPR.
  • Recommends earning allocation, utilizing a UGA budget for provider contracts.
  • In collaboration with SME, conducts annual and ongoing programmatic and fiscal contract condition reviews and develops a checklist for annual programmatic and fiscal requirements.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of a master's degree.
  • Requires one (1) year of progressively responsible professional experience in community organization, social service work, or in program planning and development.

Specialized Skills

  • Of the one (1) year of progressively responsible professional experience, requires one (1) year of experience in contract compliance activities.

Preferred Qualifications

  • One (1) year of professional experience in contract compliance activities.
  • One (1) year of professional experience working with substance use contract and budget requirements.
  • Three (3) years of professional experience utilizing a personal computer, and working with Microsoft Word, Excel, and Outlook.
  • Three (3) years of professional experience utilizing proven, strong analytical, writing and communication skills.
  • One (1) year of professional experience in grants management for a community-based social service organization or a state social service agency.
  • Three (3) years of professional experience working with the structure, organization and methods of social welfare institutions.
