Position Overview
The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented position to conduct extensive Continuous Quality Assurance (CQA) reviews to determine compliance with Grant Accountability and Transparency Act (GATA) and 2 CFR payment requirements and effectiveness and efficiency of operations within assigned regions. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. Essential Functions
- Conducts extensive Continuous Quality Assurance (CQA) reviews to determine compliance with Grant Accountability and Transparency Act (GATA) and 2 CFR payment requirements and effectiveness and efficiency of operations within assigned regions.
- Provides direct technical assistance to grantees experiencing billing submission delays and/or other related policy, procedure, and guideline issues.
- Generates formal responses to internal and external inquiries for management review and approval.
- Assists with developing, populating, and maintaining the IDHS/DEC Grant Funds Recovery Tracker for assigned IDHS Regions.
- Assists with developing, populating, and maintaining the IDHS/DEC Payment Tracker for assigned IDHS Regions.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
- Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.
Preferred Qualifications
- Two (2) years of experience managing and using principles of governmental accounting, processing vouchers and payments, interpreting policies, procedures, and procurement processes, and generating, editing, and disseminating various comprehensive written and/or statistical reports in alignment with contractual requirements at a public or private organization.
- Two (2) years of professional experience resolving complex issues and situations via oral and/or written communication with a high standard of diplomacy, accuracy, and professionalism.
- Two (2) years of professional experience using advanced payment related software and technical ability to analyze, evaluate, and resolve payment, program, and operational issues.
- Two (2) years of professional experience exercising a high degree of initiative and independent judgment in developing and formulating policies, standards, and procedures for extensive portions of the service delivery system and related contractual requirements.
- One (1) year of professional experience managing and track high volume of work activities and products in an effective and efficient manner, while generating corresponding and comprehensive statistical and/or written status reports.
- One (1) year of professional experience assisting with grant management processes and procedures (i.e., GATA, NOFO, NOSAs, and related monitoring).
