Position Overview

The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented employee.  This position independently performs complex technical tasks and reviews of Contract Quality Assurance and Technical Assistance design planning, analysis, coordination, and implementation; responds to inquiries from DEC staff, grantees, vendors, and/or other entities regarding IDHS contracts, grant agreements, and/or procurement policies, procedures, and interpretive guidelines; utilizes, reviews, populates, and maintains the DEC CAAF and Grant Agreement Tracker, Procurement Tracker, and CQI Tracker for assigned areas in a common, secured location (e.g., SharePoint/Teams); participates in activities that advance the DEC’s Strategic Plan and Diversity, Equity, Inclusion, and Racial Justice Plan, using an equity lens in the implementation and support of DEC program and operational objectives and outcomes; and represents direct line supervisor and/or Bureau Chief by participating in internal and/or external grant and/or contract related conferences, retreats, workgroups, and/or meetings.  DEC is one of six divisions within the Illinois Department of Human Services (IDHS).  DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS.  The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential.  The DEC mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development.  DEC is committed to the following guiding values: Whole Child Focus, Quality Service Delivery, Equity, Relentless Pursuit of Mission, Respect and Dignity, and Stability and Sustainability.

Essential Functions

  • Independently performs complex technical tasks and reviews of Contract Quality Assurance and Technical Assistance design planning, analysis, coordination, and implementation.
  • Responds to inquiries from DEC staff, grantees, vendors, and/or other entities regarding IDHS contracts, grant agreements, and/or procurement policies, procedures, and interpretive guidelines.
  • Utilizes, reviews, populates, and maintains the DEC CAAF and Grant Agreement Tracker, Procurement Tracker, and CQI Tracker for assigned areas in a common, secured location (e.g., SharePoint/Teams).
  • Participates in activities that advance the DEC’s Strategic Plan and Diversity, Equity, Inclusion, and Racial Justice Plan, using an equity lens in the implementation and support of DEC program and operational objectives and outcomes.
  • Represents direct line supervisor and/or Bureau Chief by participating in internal and/or external grant and/or contract related conferences, retreats, workgroups, and/or meetings.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
  • Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.

Specialized Skills

  • Of the one (1) year of required professional experience, requires one (1) year of experience reviewing, developing, processing, managing, and/or working with state and/or federal grant agreements and contracts at a private or public organization, including managing and/or conducting Continuous Quality Improvement reviews (of such activities) to ensure compliance with related state and federal mandates.

Preferred Qualifications

  • One (1) year of required professional experience, requires one (1) year of experience reviewing, developing, processing, managing, and/or working with state and/or federal grant agreements and contracts at a private or public organization, including managing and/or conducting Continuous Quality Improvement reviews (of such activities) to ensure compliance with related state and federal mandates.
  • Two (2) years professional experience utilizing the Grant Accountability and Transparency Act (GATA) and grantmaking processes for a public or private organization.
  • Two (2) years of professional experience analyzing and evaluating programs and operations for a public or private organization. 
  • Two (2) years of professional experience exercising a high degree of initiative and independent judgment in developing and formulating policies, standards, and procedures for a public or private organization.
  • Two (2) years of professional experience preparing detailed reports, spreadsheets, and documents in an accessible format for various audiences using software such as Microsoft Word, Excel, Access, and PowerPoint.
  • One (1) year of professional experience managing and tracking a high volume of work activities and products in an effective and efficient manner, while generating corresponding and comprehensive statistical and/or written status reports.
  • One (1) year of professional experience establishing effective working relationships with other staff, various groups, and the public.
