Position Overview
Under the direction of the Intervention Services Specialist, performs sophisticated, complex statewide program development and review and monitoring of all facets of state and federal grant programs within the Juvenile Justice Services Unit of the Bureau of Youth Intervention Services.
Essential Functions

Monitors requests for proposals from the U.S. Department of Justice, and other federal agencies for opportunities consistent with the goals of the Bureau; coordinates responses; develops, drafts, reviews and analyzes program proposals, budget plans, tracks periodic grantee data, progress and fiscal reports, and provides consultation to grantees; conducts on site visits for statewide grants to ascertain grant fulfillment and provide technical assistance in problem areas; prepares grantee for grant closure.

Coordinates the development and processing of grant applications, awards and closures for juvenile justice grants; receives grant applications, reviews for compliance to federal and state regulations; provides review notes; drafts grant awards letters; drafts denial letters, with reason for denial.

Develops, prepares and submits contract amendments and attachments for all programs and grants within the unit.

At the direction of the Intervention Services Specialist, reviews program plans and provides consultation to other state funded juvenile justice programs.

At the direction of the Intervention Services Specialist, assists in the formulation and implementation of policies and procedures for other state funded juvenile justice programs.

Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill and mental development equivalent to the completion of master's degree.

Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.
Specialized Skills
-
Of the two (2) years of required experience, requires two (2) years of professional experience managing and implementing federal or state grant programs.
Preferred Qualifications
-
Two (2) years of professional experience managing and implementing federal or state grant programs.
-
Two (2) years of progressively responsible experience with government accounting, program budgets, administrative, fiscal reporting, and monitoring.
-
Two (2) years of professional experience analyzing and evaluating programs and operations for a public or private organization.
-
Twp (2) years of professional experience managing a competitive grant process compliant with 2CFR200.
-
Two (2) years experience staffing a Board, Commission, Steering Committee or Task Force.

Two (2) years professional experience working with youth at risk of involvement in the juvenile justice system.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
