POSITION SUMMARY
The Department of Central Management Services’ Bureau of Strategic Sourcing (BOSS) is seeking to hire a Senior Public Service Administrator to serve as the State of Illinois Equipment & Commodities Sourcing Specialist. This professional level position has the ability to positively affect the daily work conducted by thousands of service providers around the State of Illinois by ensuring necessary contracts that meet the needs of our services providers are available. The ideal candidate will be a detail oriented leader who can help transform the procurement processes to become more efficient, pro-active and transparent while expanding the Equipment & Commodities portfolio contract catalog made available to the State of Illinois. POSITION ESSENTIAL FUNCTIONS
- Subject to administrative approval, serves as a Sourcing Specialist - Equipment and Commodities, administers the initial development of bid, Invitation for Bid (IFB), and Request for Proposal (RFP) specification and evaluation criteria.
- Serves as an administrator for the general operation of the Equipment and Commodities Portfolio.
- In collaboration with the Equipment and Commodities Portfolio Manager, plans and develops all aspects of strategic sourcing, providing leadership and support for the implementation of key sourcing initiatives to deliver productivity while at the same time enhancing customer service.
- Administers and manages procurement of Equipment and Commodities contracts for CMS, Boards and Commissions, and State Agencies.
- Develops plan to strengthen cost containment and align resources to better leverage spending.
- Serves as full line supervisor.
- Serves as official agency representative on behalf of the Bureau of Strategic Sourcing Deputy Director, Agency Purchasing Officer, and Equipment and Commodities Portfolio Manager to all internal and external entities, vendors, contractors, public, private, and federal officials.
- Directs Business Enterprise Program (BEP) compliance and deliverables.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in procurement, business management, or a related field.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in centralized procurement where the acquisition of goods or services is the primary responsibility in accordance with established procurement policies and procedures for a public or business organization.
PREFERRED QUALIFICATIONS
- Prefers a Certified Professional Procurement Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Certified Procurement Professional (CPP) Certification.
- Prefers three (3) years of professional experience creating, managing, negotiating, and executing Invitations for Bid (IFB) and Requests for Proposal (RFP).
- Prefers three (3) years of professional experience negotiating and administering Equipment and Commodity contracts.
- Prefers three (3) years of professional experience utilizing procurement specific systems, including but not limited to BidBuy, Systems Applications and Products (SAP) Supplier Relationship Management (SRM), Ariba, Jaggaer, Illinois Procurement Gateway, etc.
- Prefers three (3) years of experience working with a Business Enterprise Program (BEP).
- Prefers three (3) years professional experience supervising professional staff.
- Prefers a bachelor’s degree or higher.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- This position requires the use of agency supplied material/equipment (i.e., mobile phone, laptop, etc.).
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals for the BEP program and the Fair Contracting Task Force when applicable.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

ABOUT THE BUREAU
To maximize the value of taxpayer dollars spent by State agencies, the Bureau of Strategic Sourcing provides a centralized, strategic sourcing framework that adds improved transparency, accountability, and cost savings to the sourcing process. The Bureau assists agencies in determining purchasing needs and drafting solicitation documents, such as requests for proposals or information and invitations for bids, to ensure uniformity and efficiency. The Bureau oversees the State Use Program, which facilitates State contracts with organizations providing employment opportunities for people working in not-for-profit community rehabilitation facilities. The program encourages State agencies to purchase products and services produced and provided by persons with significant disabilities
