Position Overview

The Bureau of Water is seeking a qualified individual to serve as the Infrastructure Financial Assistance (IFAS) Section Manager, Bureau of Water located in Springfield, IL. The selected candidate will possess strong leadership and communication skills, be willing to use innovative ways to guide the IFAS Section and its staff consisting of approximately 20 individuals to meet the present and future demands on the infrastructure programs.  As a leader for the Section, the individual in this position will frequently represent the Illinois Environmental Protection Agency (IEPA) and Bureau of Water at various levels explaining policies to state, federal and local governments, industry, public interest groups, and stakeholders.  This individual should also possess the knowledge and experience to initiate and establish policies, standards and procedural guidelines for all IFAS operations.

Essential Functions

  • Serves as Section Manager, Bureau of Water (BOW)Infrastructure Financial Assistance (IFAS), Illinois Environmental protection Agency (IEPA):
  • Serves as full-line supervisor to professional and technical staff:
  • Serves as Liaison to internal and external funding and grant sources:
  • Represents the Agency’s interest with other State officials:
  • Meets with representatives of other State Agencies:
  • Formalizes actions on grant and loan applications;
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.
     

Preferred Qualifications

  • Prefers at least (2) two years’ experience in planning, developing, organizing, and managing a major loan, grant, or financial assistance program.
  • Prefers at least (2) two years’ experience in developing, recommending, and implementing policies and procedures pertaining to a major loan, grant, or financial assistance program.
  • Prefers at least (2) two years’ experience in developing and maintaining ongoing communications with private and public organizations, officials of other state and federal agencies, or members of a legislative body.
  • Prefers at least (2) two years’ experience in directing, coordinating, and reviewing program activities and program personnel.
  • Prefers at least (2) two years’ experience with administering a drinking water or wastewater loan, grant, or financial assistance program.
  • Prefers at least (2) two years’ experience in developing a program budget and working with budget officers to establish program budget appropriations.
  • Prefers at least (2) two years’ experience guiding a loan, grant, or financial assistance program which receives federal funding and ensuring program compliance with terms and conditions of federal funding.

  • Requires a valid and current driver’s license.
  • Requires ability to pass a name based background check.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Environmental Protection Agency’s discretion.
