Position Overview

The Illinois Environmental Protection Agency (IEPA) is seeking a highly qualified individual to serve as a Senior Public Service Administrator, Option 4, Bureau of Land, Materials Management and Compliance, Section Manager The successful candidate will oversee the Section's broad range of programs, including compliance document issuance; compliance referral tracking; design, development, and use of compliance information systems; inspection and enforcement delegation agreements with local governments; delegation agreement grants; local inspector certification; household hazardous, pharmaceutical, and electronic waste collections; used tire collections; tire retailer registration; site and facility financial assurance; Drycleaner Environmental Response Trust Fund administration and licensing; development and implementation of recycling education, programs, and strategies; landfill operator certification; waste manifesting; site and facility reporting; federal reporting and tracking.

Essential Functions

  • Serves as the Section Manager of the Material Management and Compliance Section (MMCS), Bureau of Land (BOL):
  • Directs the policies and procedures for Materials Management Programs (MMP),
  • Pursues and develops available grant opportunities for MMCS programs.
  • Develops strategy to fulfill Federally funded requirements related to financial assurance for hazardous waste facilities.
  • Evaluates annual reports submitted to the Agency in accordance with state and federal laws and regulations.
  • Serves as full-line supervisor.
  • Interfaces with federal, state, local government and other entities on waste reduction and enforcement issues, efforts, and policies.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to (4) four years of college with coursework in business administration or environmental sciences.
  •  Requires (4) four years of progressively responsible administrative work experience in a public or business organization related to materials management, recycling, permitting, compliance, or other environmentally related programs.

Preferred Qualifications

  •  Prefers at least (2) years of experience in mentoring/supervising staff in a professional setting.
  •  Prefers at least one (1) year of experience with intergovernmental grant applications and managing grant awards and grant reports.
  •  Prefers at least (2) years of experience in establishing service and procurement contracts and overseeing the deliverables of those contracts.
  •  Prefers at least (2) years of experience in preparing materials management reports and data tracking.
  •  Prefers at least (2) years of experience in communicating both in writing and verbally with internal and external stakeholders.
  • Prefers experience with public speaking.
  • Prefers experience with regulatory compliance and financial assurance.
  •  Prefers experience in overseeing the coordination or administration/implementation of waste collection facilities or events, or materials management facilities or events.

Conditions of Employment

  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  •  Requires ability to travel occasionally in performance of duties, with overnight stays as appropriate

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Environmental Protection Agency’s discretion.
