Essential Functions

  • Develops, implements, and administers policies and procedures utilized in the inspection and enforcement of the Cannabis Regulation and Tax Act (410 ILCS 705/), the Industrial Hemp Act (505 ILCS 89/), the Compassionate Use of Medical Cannabis Program Act (410 ILCS 130/) and any subsequent statues or rules that fall within the scope of the Division.
  • Serves as a full line supervisor.
  • At the direction of or as empowered by the Division Manager, represents the Director of Agriculture at various external and internal meetings, often of a sensitive and confidential nature, regarding the Bureau’s administration of the Acts.
  • Reviews, drafts, and proposes legislation and rules related to Bureau.
  • Serves as consultant to the Division Manager, often of a sensitive and confidential nature, regarding related licensing acts, rules and regulations requiring action on issues effecting programs and concerns within the section.
  • Administers and controls the program budget for the Bureau.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to 4 years of college with courses in business administration.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.
  • Requires two (2) years of supervisory experience.

Preferred Qualifications

  • Prefers one (1) year of experience overseeing and implementing a major agency program.
  • Prefers one (1) year of experience evaluating inspection reports or other similar records for compliance with administrative rules and statutory requirements and recommending courses of action for enforcement and violations.
  • Prefers one (1) year of experience proactively identifying concerns and or problems with the administration of a program and or personnel and presenting realistic solutions.
  • Prefers one (1) year of experience with evaluating existing policies, procedures, and requirements, and adapting them to issues of first impression.
  • Prefers at least two (2) years of experience managing program records, including effective organization of reports to allow for ease of access and searching
  • Prefers one (1) year experience developing and maintaining a cooperative relationship with other agencies or people outside of the agency in the administration of a program.
  • Prefers three (3) years of experience working with administrative rules and legislation.

Term Appointment:
