Essential Functions

  • Develops, implements, and administers a comprehensive statewide program for the uniform licensing and administration of the Cannabis Regulation and Tax Act (410 ILCS 705/), the Industrial Hemp Act (505 ILCS 89/), the Compassionate Use of Medical Cannabis Program Act (410 ILCS 130/) and any subsequent statutes or rules that fall within the scope of the Division.
  • At the direction of or as empowered by the Division Manager, serves as official spokesperson representing the the Director of Agriculture at various internal and external meetings often of a sensitive and confidential nature regarding the Bureau’s administration of the Acts.
  • Serves as full line supervisor.
  • Serves as consultant to the Division Manager, often of a sensitive and confidential nature, regarding related licensing acts, rules and regulations requiring action on issues effecting programs and concerns within the section.
  • Reviews, drafts, and proposes legislation and rules related to the Bureau.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.
  • Requires two years of supervisory experience.

Preferred Qualifications

  • Prefers two years of experience in analyzing administrative programs and adopting an effective course of action, and proactively identifying problems and presenting realistic solutions.
  • Prefers one year of experience with evaluating existing policies, procedures, and requirements, and adapting them to issues of first impression.
  • Prefers two years of experience in overseeing and administering statutory and regulatory requirements and recommending enforcement actions and resolution.
  • Prefers three (3) years of experience working with administrative rules and legislation.
  • Prefers one (1) year of experience overseeing and implementing a major agency program, including collaboration with other entities.
  • Prefers two (2) two years of experience with significant decision-making authority for licensing regulated entities.
  • Prefers knowledge and experience in exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures; develop and maintain cooperative working relationships.
  • Prefers experience in overseeing and administering regulatory terms and familiarity with administrative law.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Agriculture’s discretion.
