Position Overview
The Department of Agriculture is seeking to hire a Senior Public Service Administrator. This position serves as the Bureau Chief in the Bureau of Meat and Poultry Inspection working out of the Springfield Office. The successful candidate will oversee the Bureau which employs Meat and Poultry Inspectors, Trainees and their Supervisors who are essential employees on the front lines of protecting our food production system. Essential Functions
- Serves as the Bureau Chief of Meat and Poultry Inspection, performing highly responsible managerial functions in determining policy for the Bureau.
- Serves as full line supervisor.
- Directs program budget preparation and controls appropriation expenditures for the Bureau.
- Performs extensive liaison work with the United States Department of Agriculture meat inspection program officials.
- Provides information concerning program achievements, objectives, requirements, and goals by speaking and communicating to civic, industry, regulatory, and agriculture groups.
- Attends professional conferences to keep abreast of innovations in the meat and poultry inspection field.
- Performs other duties as required or assigned, which are reasonably with the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college.
- Requires prior experience equivalent to four years of progressively responsible administrative experience.
- Of the four years' experience required above, two must be in a supervisor capacity.
- Requires the successful completion of an agency approved meat and poultry inspection training program.
Preferred Qualifications
- Prefers four (4) years of supervisory experience in a meat and poultry inspection or related field.
- Prefers three (3) years of experience working with state and federal laws, rules and regulations pertaining to animal and poultry disease control and eradication, or the slaughter, processing and storage of meat and poultry.
- Prefers three (3) years of experience with establishing and implementing regulatory policies.
- Prefers three (3) years of experience with managing and the implementation of a program budget.
- Prefers two (2) years of experience developing and managing a major agency program.
- Prefers one (1) year of experience with legislation and rulemaking.
Conditions of Employment
- Requires completion of a name-based background screening and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties. Requires appropriate, valid driver’s license. Overnight and out of state travel may be required.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.

General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. - This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
