The individual in this role will be responsible for managing the State Exercise Program and working in conjunction with the State Training Officer and Manager of Training and Exercise to execute a comprehensive statewide exercise program. Essential Functions
- Serves as the State Exercise Officer for the Division of Operations at the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS).
- Provides leadership to the exercise design teams, assigning work and establishing goals, objectives, and timelines.
- Prepares and coordinates the preparation of After-Action Reviews (AAR) following exercises or actual events.
- Facilitates the annual Integrated Preparedness Plan Workshop (IPPW).
- Assists the Manager of the Training and Exercise Program in the administration of the program.
- Serves as working supervisor.
- Serves in a support staff role in either the State Emergency Operations Center or a field Command Post during incidents and emergency responses.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Specialized Skills
- Requires two (2) years of professional experience in the development and evaluation of exercises for public safety and emergency management.
- Requires extensive working knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) training.
- Requires one (1) year of supervisory and/or lead worker experience.
Preferred Qualifications
- Two (2) years of professional experience in the development and evaluation of exercises for public safety and emergency management.
- Extensive working knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) training.
- One (1) year of supervisory and/or lead worker experience.
- Two (2) years of professional experience in emergency management exercising program management.
- Two (2) years of experience in an emergency management position.
- Completion of the Master Exercise Practitioner Program.
- Two (2) years of professional experience conducting oral presentations.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires ability to drive a state-supplied vehicle as needed.
- Requires ability to use state-supplied equipment (cell phone, laptop, etc.).
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires a criminal history check through the Illinois State Police.
