Position Overview

The Office of Business Services is seeking to hire a Statewide Facility Project Liaison for all state owned and operated facilities within the Department of Human Services (DHS).  This position travels to conduct statewide field reviews and evaluates projects and addresses problems that arise; monitors the fiscal activities of the Department’s Permanent Improvement Fund (PIF) Projects; and develops cost projections for PIF structure projects statewide.  The selected candidate will assist the Capital Improvements Supervisor in the development and implementation of the yearly DHS Capital Program by communicating with the state operated facilities to help determine their capital needs and priorities. The candidate must have excellent organizational and communication skills, the ability to provide guidance to local staff in requesting project budgets, and a strong background in project management specifically related to large-scale construction of physical plant and infrastructure.

Essential Functions

  • Serves as Statewide Facility Project Liaison of all state owned and operated facilities.
  • Provides direction to building site managers and to facility directors and central office staff on the preparation of PIF budget requests to ensure compliance with department instructions and guidance.
  • Plans the utilization of expenditures to ensure overall fundability and maximum utilization of the Departmental and CDB fiscal resources.
  • Develops cost projections for PIF structure projects statewide.
  • Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.

Specialized Skills

  • Of the two (2) years of responsible administrative experience, requires two (2) years of experience in capital programming for a public or private organization using e-Builder applications.

Preferred Qualifications

  • Two (2) years of professional experience in capital programming and project management for a public or private organization using e-Builder applications.
  • Two (2) years of professional experience working with construction trades and physical plant engineers/managers.
  • Two (2) years of professional experience developing cost projections for large capital projects for a public or private organization, including, but not limited to, preparing budget summaries and justifications for projects, preparing reports for leadership including impact statements, and reviewing proposals prior to making recommendations on funding and project scope.
  • Two (2) years of professional experience preparing project budget requests and analysis for large capital projects for a public or private organization, including, but not limited to, providing direction to site managers and staff regarding all fiscal activities related to proposed/active projects and recommending project changes/adjustments as required to ensure budgeted expenditures are not exceeded.
  • Two (2) years of professional experience planning expenditures within identified funding sources for large capital projects for a public or private organization.
  • Two (2) years of professional experience working with Microsoft Excel.

Conditions of Employment
