POSITION SUMMARY

The Illinois Department of Central Management Services Office of Communication & Information seeks a professional and creative individual to serve as a statewide multimedia officer. The ideal candidate will travel the State to news conferences and events to record and livestream audio/video content for distribution to broadcast media. The successful candidate will be able to plan, develop, write, edit, produce, and direct broadcast quality audio/video content including public services announcements, commercials, and radio news stories. The successful candidate will direct and assist with the transmission/receiving of live broadcasts; operate and maintain audio, video, and related equipment. The successful candidate will serve as a lead worker, monitoring and directing assigned staff in researching source materials, gathering data, assembling information, producing audio/video and social/digital content. The incumbent should be aware of best practices in communications, and able to develop visually compelling content for public consumption by using multimedia tools including digital and media platforms. POSITION ESSENTIAL FUNCTIONS

  • Under general direction, serves as the Statewide Multimedia Officer collaborating with Illinois agencies statewide to develop audio and visual production, including but not limited to covering news conferences and events.

  • Plans, coordinates, writes, edits, creates, and integrates the development of written, graphic, audio and video content for deliverables including public service announcements, commercials, podcasts, scripts, news summaries, social media, and other electronic media formats.

  • Organizes and prepares remote video and audio equipment for in-house and field assignments.

  • Operates video switchers, audio consoles, video/audio records, video/audio duplicators, performs file transfers, as well as providing other assistance to staff in their broadcasting and production work.

  • Serves as a lead worker, monitoring and directing assigned staff in researching source materials, gathering data, assembling information, producing audio/video and social/digital content such as podcasts, public service announcements, training videos, and developing various informational projects.

  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with courses in journalism, English, or public speaking. 
  • Requires two (2) years of professional experience in a public education and information program in a public or private agency. 

PREFERRED QUALIFICATIONS

  • Prefers two (2) years of professional experience in researching, writing, reporting, and distributing informational content, including producing news stories, radio and television broadcasts, training materials, public service announcements, and other public information media.
  • Prefers two (2) years of professional experience working with current broadcast and Electronic Field Production (EFP), Electronic News Gathering (ENG) equipment, and/or with various formats of media recording and basic non-linear editing experience.
  • Prefers two (2) years of professional experience in editing audio and video recordings to create polished, final media products suitable for public dissemination.
  • Prefers two (2) years of professional experience in planning, developing, recording, editing, and/ or directing (in studio or on location) video productions, including training videos.
  • Prefers one (1) year of professional experience coordinating, editing, and revising the work activities of crew members.
  • Prefers one (1) year of professional experience researching and explaining policies, services, rules, and regulations.
  • Prefers working knowledge of computer software applications such as Microsoft Office 365 and Adobe Creative Cloud Suite.

SPECIALIZED SKILLS

  • Requires two (2) years of professional experience in researching, writing, reporting, and distributing informational content, including producing news stories, radio and television broadcasts, training materials, public service announcements, and other public information media.
  • Requires two (2) years of professional experience working with current broadcast and Electronic Field Production (EFP), Electronic News Gathering (ENG) equipment, and/or with various formats of media recording and basic non-linear editing experience.
  • Requires two (2) years of professional experience in editing audio and video recordings to create polished, final media products suitable for public dissemination.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
  • Requires ability to operate and maintain cameras and other video or audio equipment.
  • Requires the ability to lift, load, unload, set up, and tear down equipment used to produce informational materials weighing up to 50 lbs. unassisted and assist with lifting materials weighing up to 75 lbs.  
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires ability to attend seminars, workshops, conferences, and trainings.
  • Requires staying current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
