Position Overview
The Division of Mental Health is seeking to hire a Stationary Engineer Chief for the Elizabeth Packard Mental Health Center located in Springfield, Illinois to serves as the Chief Engineer and designated lead worker. Performs responsible administrative work in planning, organizing, evaluating, managing, and directing phases of physical operation and maintenance for the Elizabeth Packard Mental Health Center. Advises on the needs and feasibilities of major repair, new construction and large equipment purchases for the Center and other facilities as assigned. Prepares request for expenditures forms for equipment and repair/installation needs for the Center as necessary. Makes rounds of the boiler and mechanical rooms to read gauges and observe the operation of all equipment, systems, generators, and other machinery. Serves as compliance coordinator for engineering issues as they pertain to Health and Safety Committee, The Joint Commission, Illinois Department of Public Health, Illinois Department of Public Aid Certification, OSHA, State Fire Marshall, Environmental Protection Agency and all other applicable. Travels in performance of job duties.
Job Responsibilities
- Serves as the Chief Engineer for the Elizabeth Packard Mental Health Center.
- Performs responsible administrative work in planning, organizing, evaluating, managing, and directing phases of physical operation and maintenance for the Elizabeth Packard Mental Health Center.
- Advises Facility Manager and Engineering Administrator on the needs and feasibilities of major repair, new construction and large equipment purchases for the Elizabeth Packard Mental Health Center and other facilities as assigned.
- Prepares request for expenditures forms for equipment and repair/installation needs for the Elizabeth Packard Mental Health Center as necessary.
- Makes rounds of the boiler and mechanical rooms to read gauges and observe the operation of all equipment, systems, generators, and other machinery.
- Serves as designated lead worker.
- Serves as compliance coordinator for engineering issues as they pertain to Health and Safety Committee, The Joint Commission, Illinois Department of Public Health, Illinois Department of Public Aid Certification, OSHA, State Fire Marshall, Environmental Protection Agency and all other applicable.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of high school.
- Requires seven (7) years of experience in the operation of a commercial or institutional power plant or as a skilled craftsman in the mechanical or building trades.
- Requires the possession of a valid certificate as a Universal Technician under USEPA section 608 Rules.
Preferred Qualifications
- Five (5) years of experience overseeing and coordinating building repair and maintenance for a public or private organization.
- Five (5) years of experience operating high-pressure coal, gas or oil-fired boilers and their appurtenances.
- Five (5) years of experience planning, organizing, evaluating, managing, and directing phases of physical operation and maintenance for a public or private organization.
- Five (5) years of experience diagnosing problems in mechanical, electrical, heating and air condition systems, recognizing potentially dangerous situations, making the appropriate emergency responses.
- Five (5) years of experience advising on the needs and feasibilities of major repair, new construction and large equipment purchases for a public or private organization.
- Five (5) years of experience preparing annual maintenance/repair cost estimates.
- Five (5) years of experience making rounds and observing the operation of all equipment, systems, generators, and other machinery.
Conditions of Employment
- Requires the ability to perform the physical functions and tasks associated with engineering including but not limited to overhead work, ladder climbing, squatting, kneeling, bending, and walking.
- Requires the ability to lift, push and pull up to 50lbs independently and up to 100lbs with assistance.
- Requires the ability to work shifts, including weekends and holidays.
- Requires the ability to serve on an on-call basis and the ability to utilize agency supplied material/equipment (i.e., pager, cell phone, blackberry, etc.).
- Requires the ability to utilize office equipment, including personal computers.
- Requires a valid appropriate driver’s license and the ability to travel.
- Requires ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
