This position serves as one of two State of Illinois Equipment and Commodities Portfolio Strategic Sourcing Managers.  This professional level position has the ability to positively affect the daily work conducted by numerous State employees around the State of Illinois by ensuring that necessary contracts that meet the needs of of thousands of State employees and units of local government are available.  The Department of Central Management Services' Bureau of Strategic Sourcing (BoSS) is seeking to hire detail oriented, dynamic leaders who can help transform the procurement processes to become more efficient, pro-active and transparent while expanding the Equipment and Commodities portfolio contract catalog made available to the State of Illinois. 


  • Serves authoritatively as policy formulating administrator in planning, directing, implementing, and administering policy and procedures for the general operation of contract administration and compliance for the Equipment and Commodities Portfolio
  • In collaboration with the Equipment and Commodities Portfolio Manager, plans and develops all aspects of strategic sourcing, providing leadership and support for the implementation of key sourcing initiatives to deliver productivity while at the same time enhancing customer service
  • Administers and manages procurement of Equipment and Commodities contracts for CMS, Boards and Commissions, and State Agencies
  • Administers the initial development of bid and Invitation for Bid (IFB) specification and evaluation criteria
  • Serves as official agency spokesperson on behalf of the Bureau of Strategic Sourcing Deputy Director, the Agency Director and Equipment and Commodities Portfolio Manager to all internal and external entities, vendors, contractors, public, private, and federal officials possessing significant authority to bind the Department to specific courses of action in providing selection and approval of Equipment and Commodities contracts
  • Develops plan to strengthen cost containment and align resources to better leverage spending
  • Serves as full line supervisor
  • Directs BEP compliance and deliverables
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above


  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in business management or a related field
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in public or business organization


  • Prefers candidate be a Certified Professional Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) Certification
  • Prefers three (3)+ years of experience creating, managing, negotiating, or executing procurements
  • Prefers three (3)+ years of experience creating, managing, negotiating, or executing Invitation for Bid (IFB)
  • Prefers three (3)+ years of experience working with procurement systems such as BuySpeed, SAP SRM, Ariba, Jaggaer, or comparable software
  • Prefers three (3)+ years of experience managing a diverse portfolio of contracts, procurements, and projects including cost containment
  • Prefers three (3)+ years of experience negotiating equipment and commodities contracts 
  • Prefers a bachelor’s degree or higher
  • Prefers three (3)+ years of experience working with a Business Enterprise Program (BEP)
  • Prefers three (3)+ years of experience creating, managing, negotiating and/or executing equipment and commodities contracts


  • Overtime is a condition of employment and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • This position requires the applicant to pass a background check.
  • Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals for the BEP program and the Fair Contracting Task Force when applicable.
