Position Overview
This position is responsible for administering the Illinois National Electric Vehicle (NEVI) Program, Carbon Reduction Program and other related programs. This may include applying for and administering discretionary grant opportunities related to transportation sustainability efforts including but not limited to electric vehicle charging infrastructure and greenhouse gas reduction. This position analyzes, evaluates, programs, and monitors projects and ensures compliance with state and federal requirements. The incumbent works with other Illinois Department of Transportation (IDOT) personnel and local and private grantees to ensure the accuracy and completeness of project evaluation and implementation.

Essential Functions
- Keeps current with state and federal guidelines pertaining to the NEVI program, Carbon Reduction Program, Charging and Fueling Infrastructure (CFI) discretionary program, EV Charger Reliability and Accessibility Accelerator program and any other future grant opportunities related to sustainable transportation practices.
- Administers the NEVI program from the solicitation of applications and programming of funding through the reporting and evaluation process.
- Reviews and evaluates project merits and makes funding recommendations for candidate NEVI projects based on the best available guidance.
- Determines GATA applicability and compliance by verifying registration in the GATA portal and that all required paperwork has been updated and submitted by project sponsors.
- Provides effective liaison between the department and all federal, state, and local agencies involved in sustainable transportation practices and alternative fuel issues.
- Assists in the deployment of the department’s special projects, specifically diesel retrofits and alternative fuel projects.
- Identifies potential conflicts between the department’s programming objectives and federal air quality requirements.
- Coordinates the department’s response to new and innovative funding opportunities for more sustainable practices and operations.
- Assists the Air Quality Manager with the build out of the solar in ROW program.
- Applies for federal NOFOs which align with the department’s sustainability goals including but not limited to, innovative project delivery, alternative fuel corridor designation, solar in ROW, fleet and port electrification, and pilot projects for emerging alternative fuel types.
- Performs other duties as required or assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in transportation planning, urban planning, business, communications, sustainability, public administration, environmental science, or computer science PLUS two years of experience in transportation planning, public transportation administration, environmental review of transportation projects, or a combination thereof; OR Eight years of experience in transportation planning, public transportation administration, environmental review of transportation projects, or a combination thereof.
Preferred Qualifications
- Familiarity with the NEVI program and accompanying guidance documents.
- Understanding of the legislative process at the state and federal level.
- Ability to quickly read legislation and other regulatory documents with the ability to recall and understand meaning.
- Public speaking experience on behalf of governmental or private entities.
- Effective oral and written communication skills.
- Strong interpersonal and public relations skills.
