Position overview:
The Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Collection Services (BOC) is seeking to hire a highly qualified individual to serve as the Systems Project Manager. This position will manage system implementations and process enhancement projects for the Third-Party Liability and Technical Recovery Services sections and serve as the designated BOC subject matter expert for the Third-Party Electronic Database (TED) system and other electronic systems. In addition, this position will plan, direct, and evaluate the development and implementation of asset or income information discovery projects on customers/former customers and confers with management to ensure the integration of program function activities in resolving administrative problems regarding the completion for making improvements in the processing of collection referrals throughout the Department. The ideal candidate will be professional, motivated, able to work independently, and possess excellent communication and project management skills.

Essential Functions
- Subject to management approval, serves as the Systems Project Manager for the Department of Healthcare and Family Services, Division of Finance, Bureau of Collection Services (BOC) by managing system implementations and process enhancement projects for the Third-Party Liability and Technical Recovery Services sections
- Serves as the designated BOC subject matter expert for the Third-Party Liability Eligibility Database (TED) system and other electronic systems as directed
- Plans, directs, and evaluates the development and implementation of asset or income information discovery projects on clients or former clients
- Confers with management staff to make improvements in the processing of collection referrals throughout the Department
- Plans and directs the development and implementation of special projects regarding data processing for the Bureau
- Directs the development and execution of systems to ensure an accurate and timely online tracking system
- Serves as full line supervisor
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college
- Requires four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Four (4) years of professional experience serving as a project manager preferably with experience overseeing projects involving the Medicaid Management Information System (MMIS), Illinois Medicaid Program for Advanced Cloud Technology (IMPACT), Integrated Eligibility System (IES), Third-Party Liability Eligibility Database (TED), or other similar Enterprise Resource Planning (ERP) systems
- Four (4) years of professional experience implementing policy for a public or private organization
- Four (4) years of professional experience planning and/or directing the development and implementation of projects, preferably dealing with asset or income information discovery
- Four (4) years of experience analyzing administrative programs and implementing effective course(s) of action
- Four (4) years of experience managing large projects crossing organization units
- Four (4) years of experience working with Medicaid programs
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This includes the ability to work evenings and weekends
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
