Essential Functions

⦁    Subject to management approval, serves as the Salesforce Platform Owner for the Department of Innovation & Technology (DoIT), leading decision making for the Salesforce Platform, including overseeing the platform team, Salesforce roadmap, leading governance, business alignment, and platform strategy. 
⦁    Serves as a special program director that devises and implements immediate and definitive action with delegated authority to organize, recruit, and build task force units to meet a wide and divergent set of problem areas. 
⦁    Serves as full line supervisor.
⦁    Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
⦁    Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

⦁   Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related information technology fields.
⦁    Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization.
⦁    Requires four (4) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization

Preferred Qualifications

⦁    Five (5) years of professional experience leading a Salesforce team implementing complex IT/Business projects, including best practices, functionality and complex requirements, or comparable experience as a senior platform manager, product strategist, implementation consultant, or solution architecture.
⦁    Four (4) years of professional experience in IT software development principles, data management, and project management.
⦁    Four years of experience developing and implementing Salesforce or similar platform policies, procedures, and governance frameworks aligned with business objectives.
⦁    Four (4) years of experience in integrations between, Salesforce or similar platform, and other tools/systems as well as an ability to lead design sessions to architect such integrations. 
⦁    Four (4) years of experience in procurement, contract negotiation, and vendor management related to Salesforce or other enterprise-level SaaS platforms.
⦁    Ability to lead leading cross-functional teams in facilitating organization-wide governance initiatives and driving platform strategy and business alignment.
⦁    Ability to establish and maintain professional customer relationships which includes managing vendor relationships, troubleshooting issues, and ensuring operational functionality through collaboration with internal and external stakeholders.
⦁    Developed verbal and written communication skills to present information to others with clarity and precision.
⦁    Certification/Training in one of the following areas: 

  •     Salesforce Administrator and Developer certification  
  •     Certified Technical Architect (CTA)  
  •     PMP, Agile, or Scaled Agile     
  •     Six-Sigma

⦁    Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
