Essential Functions

  • Under administrative direction, serves as a Senior Analyst/Developer for the Department of Innovation & Technology (DoIT) supporting the Department of Healthcare & Family Services (HFS) conducting complex, professional and advisory functions for the Hospital/Data Entry sub-systems in the Bureau of Medicaid Management Information System (MMIS) Services
  • Interprets results and analyzes technical improvements made to the Hospital/Data Entry sub- systems
  • Develops program and system specifications for various complex systems, including system flow charts, audit trails, and control procedures
  • Coordinates the development of major revisions of a complex systems project
  • Consults with user groups and bureau staff regarding production and/or program problems
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related field
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field

Specialized Skills

  • Requires three (3) years of experience utilizing COBOL, TELON, and databases created in Access, SQL and HIPAA X12 utilities in the IMS online, batch, and DB2 environments
  • Requires three (3) years of experience with WTX X12 mapping in MMIS System and Services
  • Requires three (3) years of experience with IT project management and methodologies

Preferred Qualifications

  • Three (3) years of experience with COBOL, JCL, Informatica, SQL and HIPAA X12 utilities in the IMS online, batch, and DB2 environments
  • Three (3) years of experience with WTX X12 mapping in the MMIS Systems and Services
  • Three (3) years of experience with IT project management and methodologies
  • Extensive knowledge of hardware and software, languages, and procedures to provide assigned technical and analytical services
  • Three (3) years of experience analyzing data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature
  • Three (3) years of experience gaining and maintaining effective working relationships with associates, vendors, clients, and others
  • Three (3) years of experience utilizing verbal and written communication skills to present technical information to others with clarity and precision
