Essential Functions

  • Under administrative direction, serves as a Senior Application Developer for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (IDHS) performing complex professional and advisory functions in research and systems analysis of IDHS Products.
  • Serves as a lead technical analyst on IDHS projects develops and maintaining complex applications in web-based analysis and design methodology utilizing .NET, and Visual Basic/C# leveraging industry best practices and standards.
  • Prepares plans and schedules for system deployment, implementation and successful rollout to production of newly revised applications. 
  • Serves as a liaison between the customer community, internal and external customers and the software development team. 
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Three (3) years of professional experience in application services or a related Information Technology field.

Specialized Skills

  • Requires three (3) years of professional experience developing and maintaining applications using .NET, SQL, jQuery, HTML, CSS, Bootstrap, and browser-based Developer Tools, with a focus on building responsive, user-centric web applications that align with business requirements.
  • Requires three (3) years of professional experience applying Object-Oriented Design (OOD) principles in the development of scalable, maintainable web-based applications using modern programming languages and frameworks.
  • Requires three (3) years of professional experience facilitating structured code reviews, mentoring development teams, enforcing coding standards, promoting best practices, and fostering knowledge-sharing across cross-functional teams.

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience developing and maintaining applications using .NET, SQL, jQuery, HTML, CSS, Bootstrap, and browser-based Developer Tools, with a focus on building responsive, user-centric web applications that align with business requirements.
  • Three (3) years of professional experience applying Object-Oriented Design (OOD) principles in the development of scalable, maintainable web-based applications using modern programming languages and frameworks.
  • Three (3) years of professional experience facilitating structured code reviews, mentoring development teams, enforcing coding standards, promoting best practices, and fostering knowledge-sharing across cross-functional teams.
  • Three (3) years of professional experience designing, implementing, and maintaining Continuous Integration/Continuous Deployment (CI/CD) pipelines using Azure DevOps or comparable tools to support automated build, testing, and deployment in an agile development environment.
  • Three (3) years of professional experience designing, implementing, and maintaining software solutions using Microservices architecture and RESTful Application Programming Interface (API) Endpoints, ensuring interoperability, performance, and scalability.
  • Three (3) years of professional experience participating in agile ceremonies, planning sprints, and collaborating with program and business stakeholders to align technical solutions with business objectives and optimize performance/usability trade-offs.
  • Extensive knowledge of preparing deployment plans, conducting comprehensive QA and user acceptance testing, and coordinating successful application rollouts to production environments.
  • Demonstrated ability to perform in-depth system analysis and root cause diagnosis, and risk mitigation, coordinating with cross-functional teams to resolve complex technical issues and prevent recurrence.
  • Developed verbal and written communication skills, with the ability to clearly articulate technical concepts, produce detailed system documentation, and effectively collaborate with both technical and non-technical stakeholders, including leadership and external partners.
